HomeMy WebLinkAboutAgenda Report - February 21, 2001 E-20WA 1 14 CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt resolution authorizing the City Manager to provide a Public Benefits Program Grant in the amount of $35,000 to fund the EUD Solar Port Project (EUD) MEETING DATE: February 21, 2001 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to provide a Public Benefits Program Grant in the amount of $35,000 to fund the EUD Solar Port/EV Charging Station Project Benefits Program grant, not to exceed $35,000, for the construction of the Lodi Solar Port/EV Charging Station Project; and authorize the City Manager to execute an agreement with Sacramento Municipal Utility District (SMUD) for the oversight and implementation of this project. BACKGROUND INFORMATION: In an effort to expose the community to a dynamic technology, Electric Utility staff is proposing the construction of a six (6) stall, solar panel covered parking area, adjacent to the Electric Utility Department facilities located at the Municipal Service Center. The Lodi Solar Port/EV Charging Station Project is a qualifying component of the City of Lodi Public Benefits Program, under the categories of: renewable energy and research, development & demonstration services. In addition, the Lodi Solar Port will house six electric vehicle charging stations, designed to "fuel' city -owned electric vehicles (electricity generated by the sun will be utilized during the day to recharge electric vehicles; when no vehicles are stationed under the solar port, the generated electricity will be fed directly into the adjacent Henning Substation, which is located on the grounds of the Municipal Service Center). Electric Utility staff is also recommending, via this Council Agenda item, that the Sacramento Municipal Utility District (SMUD) be utilized as the project manager for the proposed Lodi Solar Port/EV Charging Station. SMUD is considered to be the industry leader in solar project development and implementation, having constructed numerous solar port projects around northern California, while consulting on the implementation of similar projects around the nation. Under this proposal, SMUD will utilize existing relationships with experienced material providers for the physical construction of the Lodi Solar Port/EV Charging Station. From a municipal perspective, SMUD has developed projects for the City of Roseville, State of California Fairs & Exhibitions Division, and the City & County of Sacramento. After numerous planning sessions, Electric Utility staff respectfully recommends approval of the Lodi Solar Port/EV Charging Station as a component of the City of Lodi Public Benefits Program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant in the amount of $35,000.00 to fund the EUD Solar Port Project; and BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City Manager to execute an agreement with Sacramento Municipal Utility District for the oversight and implementation of the project.
