BACKGROUND INFORMATION: From the 1970's through the 1990's there were various subdivisions that constructed approximately 3 miles of grape stake fences along major roadways. These fences were typically constructed to comply with Specific Plans that had been previously adopted by Council and are the City's long-term maintenance responsibility. On May 7, 2008 Council replaced the 1971 grape stake fence ordinance (No. 964) with a new ordinance (No. 1811). This new ordinance allowed homeowners to repair or replace their own fences and gave the Public Works Director discreton over design modifications to these fences. The primary intent of the change in 2008 was to slowly begin converting the grape stake fences over to block walls as the16-foot wide sections failed or were damaged by vehicles. In 2008, the block wall cost was only 25% more than the grape stakes (and the grape stakes were difficult to procure), so it made sense to proceed with the better long-term maintenance solution for just the slightly higher replacement cost. Since 2008, the cost of the block wall has increased by roughly 500% and staff has found a better source for the replacement grape stakes. With the change of these two factors, the block wall replacement cost is now roughly 10 -times the cost of just replacing the sections with new grape stakes, and therefore no -longer feasible. City forces have been attempting to replace the worst sections, however staff availability for these replacer -rents have been limited, therefore the replacements have been slow. Given the above-described circumstances, staff recommends replacing the old grape stakes with new ones in a series of projects to be phased. The p-iasing sequence was determined by the overall fence condition for each street. The segments were ranked from 1 to 6 with 1 being the worst. The proposed first phase will include grape stakes along Ham Lane 0.south of Kettleman) and Hutchins Street (north of Harney) as shown on Exhibit A. This initial phase represents the segments in the worst condition with rankings of 1 and 2. Staff anticipates that approximately $150,000 of the estimated project cost will be utilized to replace existing grape stake fence along Hutchins Street south of Century Boulevard. This element of work was approved by Council using one-time General Fund Surplus Funds. The new rails will be attached to the existing columns and posts with new metal hangers. Photos of the existing fence and a recent staff-completec replacement section are provided in Exhibit B. The specifications are on file in the Public Works Department. The planned bid opening date is September 7, 2022. The project estimate is $250,000. FISCAL IMPACT: The project will reduce staff time and ongoing maintenance costs associated with these failing fence sections. Based on the lifespan of the original fence installations, the new grape stake fences will last between 20 and 30 years.
