RECOMMENDED ACTION: Provide direction to staff on whether to bring forward an item to
address Council salary.
BACKGROUND INFORMATION: Councilmember Khan requested staff agendize a discussion on
Council salary. Government Code 36516 governs council salary. The
code lays out a baseline salary for cities based on population with
larger cities having larger allowed starting salaries. Lodi started at $500 a month as a city with a population of
50,000 to 75,000 and still falls under that same $500 monthly baseline. The Government Code allows an
increase of "five percent for each calendar year from the operative date of the last adjustment of the salary in
effect when the ordinance or amendment is enacted." In effect, the language means that the salary may not
be compounded in the years in which no adjustments were made, but may be compounded for years in
which an adjustment was made.
Historically, Council salaries were $500 per month; however, the Lodi City Council did adjust Council salaries
in 2008 to $860 per month. Council salaries have remained at $860 per month. As a result, the salary is
legally eligible for a 70 percent adjustment from the 2008 salary: 70 percent x $860 = $602 for a total
possible increased monetary salary of $1,462.
The Government Code also requires that at least one of the council members that votes for the increase
stand for election before the increase may become effective. That would require Council to act before
November of 2022 in order for the increase to become effective in December of 2022.
As a point of reference, council has approved compounded salary increases for city employees on the low
and high side set forth below since 2008:

Council also participates in the various benefits set forth in Resolution 2021-12 attached as Exhibit A which
include Accidental Death and Dismemberment insurance of $10,000, Chiropractic Coverage, Deferred
Compensation match of 3%, Dental Coverage, $1'0,000 Life Insurance, Medical Insurance or a buyout
option, PERS Retirement, Technology Allowance, Travel Insurance, Vision Coverage and Workers
Compensation.

RESCINDING RESOLUTION NO. 2018-254 AND
APPROVING BENEFIT MODIFICATIONS FOR
COUNCIL MEMBERS
WHEREAS, the Lodi City Council is amending the benefits provided to its City
Council Members; and
WHEREAS, the following Schedule of Benefits represents a listing of those
