Lebaron Boulevard from Stockton Street to Reynolds Ranch Parkway, and Approving Speed Limit
Modifications on Lodi Avenue from 50 to 45 Miles -Per -Hour from the West City Limits to Rose Gate
Drive, and on Lockeford Street from 35 to 30 Miles -Per -Hour from Mills Avenue to Church Street.
BACKGROUND INFORMATION: Staff recently reviewed Engineering and Traffic Surveys (ETS) on
the following five streets: Century Boulevard, Westgate Drive,
Lebaron Boulevard, Lodi Avenue, and Lockeford Street. The
segments referenced above of Century Boulevard, Lebaron Boulevard, and Westgate Drive have
recently been constructed. Based on the State -mandated requirements, staff is recommending setting
the speed limit to 35 mph on Century Boulevard, from the west City limits to Lower Sacramento Road;
and on Westgate Drive, from Century Boulevard to Kettleman Lane (Exhibit A) and setting the speed limit
to 30 mph on Lebaron Boulevard, from Stockton Street to Reynolds Ranch Parkway (Exhibit B). Staff
also recommends reducing the speed limit from 50 to 45 mph on Lodi Avenue, from the west City limits to
Rose Gate Drive (Exhibit C) and reducing the speed limit from 35 to 30 mph on Lockeford Street, from
Mills Avenue to Church Street (Exhibit D). No other changes are recommended for the remaining
segments of Lodi Avenue and Lockeford Street.
The ETS includes three primary factors when establishing posted speed limits: prevailing speeds,
accident rates, and unexpected conditions. Other characteristics, such as residential density, pedestrian
and bicycle safety, and roadway design speed, are also considered.
Police Department staff concurs with Staff's recommendations. As shown in the ETS's (Exhibit E), the
recommended posted speed limits are based on the prevailing speeds (85'" percentile speeds), residential
density, pedestrian safety and accident rate similar to the Citywide average rate. All the updated ETS are
on file in the Public Works Department.

SPEED ZONE REPORT - Century Boulevard, West City Limits to Lower Sacramento
Road
° REFERENCE - Speed zone surveys are performed in the City of Lodi following the
California MUTCD in accordance with Section 40802 of the California Vehicle Code.
° STUDY CRITERIA - Important factors to consider in determining the speed limit
which is most appropriate to facilitate the orderly movement of traffic and that is
reasonably safe are:
Prevailing Speeds (85th Percentile Speeds) - Reasonable speed limits conform to
the actual behavior of the majority of motorists, and by measuring motorists' speeds,
one will be able to select a speed limit that is both reasonable and effective. Speed
limits should normally be established at the nearest five mile per hour (mph)
increment to the 85th percentile speed. However, in matching existing conditions
with the traffic safety needs of the community, engineering judgment may indicate
the need for a further reduction of five mph.
Accidents - Accident records for two recent years were considered in determining
the speed zones. Accidents on segments of roadways are classified by their
accident rate. Accident rates are determined by the number of accidents occurring
within a segment of roadway and the traffic volume within that segment. Accident
rates are shown in accidents per million vehicle miles (ACC/MVM). The average
Citywide accident rate is 3.1 ACC/MVM.
Unexpected Conditions — When roadside development results in traffic conflicts and
unusual conditions which are not readily apparent to drivers, speed limits below the
85th percentile may be justified.
The following factors were considered: residential density, pedestrian & bicycle
safety, roadway design speed, safe stopping sight distance, superelevation,
shoulder conditions, profile condition, intersection spacing and offsets, commercial
driveway characteristics and pedestrian traffic in the roadway without sidewalks.
° STUDY RESULT
Two radar surveys were performed and the 85th percentile speeds ranged from 36
to 39 mph as shown below.

The 85th percentile speeds on this segment are 36 and 39 mph. The 50th
percentile speeds are 32 and 33 mph. The accident rate of 2.5 is lower than the
Citywide average. Based solely on the 85th percentile speed, the speed limit could
be set at 40 mph, however, due to residential density, the community park, lower
accident rate, and bicycle safety, we recommend setting the speed limit to 35 mph in
this segment.

The 85th percentile speeds on this segment are 40 and 42 mph. The 50th
percentile speed is 36 mph. The accident rate of 4.7 is higher than the Citywide
average. Based solely on the 85th percentile speed, the speed limit could be set at
40 mph; however, based on residential density, pedestrian safety, commercial
driveways, and bicycle safety, we recommend setting the speed limit to 35 mph in
this segment.

speed limits below the 85th percentile may be justified.
Other Factors - The following factors were considered: residential density,
pedestrian & bicycle safety, roadway design speed, safe stopping sight distance,
superelevation, shoulder conditions, profile condition, intersection spacing and
offsets, commercial driveway characteristics and pedestrian traffic in the roadway
without sidewalks.
° STUDY RESULTS
Four radar surveys were performed and the 85th percentile speeds ranged from 43
to 53 mph as shown below. Radar surveys were not performed between
intersections that were too close together to record free flowing traffic conditions.

West City Limits to Rose Gate Drive
The 85th percentile speeds on this segment are 45 and 53 mph. Per the California
Manual for Setting Speed Limits, if the difference between the 85th percentile speeds
is 5 mph or more in the opposing directions, the data from both directions may be
averaged. The average of both 85th percentile speeds is 49 mph. The 50th
percentile speeds are 47 and 40 mph. The accident rate of 1.5 on this segment is
below the Citywide average and higher than the 0.0 rate from 2015 survey. Based

Rose Gate Drive to Lower Sacramento Road
The 85th percentile speeds on both segment are 43 mph. The 50th percentile
speed ranged from 38 to 39 mph. The accident rate of 0.6 on this segment is below
the Citywide average and lower than the 0.9 rate from the 2015 survey. Based
solely on prevailing speeds, the speed limit could be set at 45 mph; however, based
on commercial driveways, bike safety, and the continuing low accident rate at the
current speed limit, we recommend retaining the 40 mph speed limit along this
segment.

SPEED ZONE REPORT - Lockeford Street
° REFERENCE - Speed zone surveys are performed in the City of Lodi following the
California MUTCD in accordance with Section 40802 of the California Vehicle Code.
° STUDY CRITERIA - Important factors to consider in determining the speed limit
which is most appropriate to facilitate the orderly movement of traffic and that is
reasonably safe are:
Prevailing Speeds (85th Percentile Speeds) - Reasonable speed limits conform to
the actual behavior of the majority of motorists, and by measuring motorists' speeds,
one will be able to select a speed limit that is both reasonable and effective. Speed
limits should normally be established at the nearest five mile per hour (mph)
increment to the 85th percentile speed. However, in matching existing conditions
with the traffic safety needs of the community, engineering judgment may indicate
the need for a further reduction of five mph.
Accidents - Accident records for two recent years were considered in determining
the speed zones. Accidents on segments of roadways are classified by their
accident rate. Accident rates are determined by the number of accidents occurring
within a segment of roadway and the traffic volume within that segment. Accident
rates are shown in accidents per million vehicle miles (ACC/MVM). The average
Citywide accident rate is 3.1 ACC/MVM.
Unexpected Conditions — When roadside development results in traffic conflicts and
unusual conditions which are not readily apparent to drivers, speed limits below the
85th percentile may be justified.
The following factors were considered: residential density, pedestrian & bicycle
safety, roadway design speed, safe stopping sight distance, superelevation,
shoulder conditions, profile condition, intersection spacing and offsets, commercial
driveway characteristics and pedestrian traffic in the roadway without sidewalks.
° STUDY RESULTS
Fourteen radar surveys were performed and the 85th percentile speeds ranged from
34 to 41 mph as shown below:

The 85th percentile speed on this segment is 37 mph. The 50th percentile speeds
are 33 and 34 mph. The accident rate of 1.7 in this segment is less than the
citywide average and lower than the 2.7 rate from the 2013 survey. Based solely on
prevailing speeds, the speed limit could be set at 35 mph; however, based on the
residential density, nearby school, pedestrian safety at bus stops and bike route, we
recommend reducing the speed limit to 30 mph in this segment.
Ham Lane to California Street
The 85th percentile speeds on this segment are 35 and 36 mph. The 50th
percentile speed is 32 mph. The accident rate of 2.9 in this segment is lower than
the citywide average and higher than the 0.7 rate from the 2013 survey. Based
solely on prevailing speeds, the speed limit could be set at 35 mph; however, based
on the residential density, location of the school, and pedestrian safety at bus stops,
we recommend reducing the speed limit to 30 mph in this segment.
California Street to Church Street
The 85th percentile speed on this segment is 37 mph. The 50th percentile speeds
are 33 and 34 mph. The accident rate of 3.4 is slightly higher than the citywide
average and slightly higher than the 3.2 rate from the 2013 survey. Based solely on
prevailing speeds, the speed limit could be set at 35 mph; however, based on the
commercial driveways, pedestrian safety at bus stops, and bike routes, we
recommend reducing the speed limit to 30 mph in this segment.
Church Street to Sacramento Street
The 85th percentile speeds on this segment are 34 and 35 mph. The 50th
percentile speeds are 31 and 32 mph. The accident rate of 2.0 in this segment is
lower than the citywide average rate and the 3.6 rate from the 2013 survey. Based
solely on prevailing speeds, the speed limit could be set at 35 mph; however, based
on the low accident rate, residential density, and commercial driveways, we
recommend retaining the 30 mph speed limit in this segment.
Sacramento Street to Stockton Street
The 85th percentile speeds on this segment are 34 and 35 mph. The 50th
percentile speeds are 31 and 32 mph. The accident rate of 0.0 is below the city
wide average and less than the 1.7 rate from the 2013 survey. Based on prevailing
speeds, the speed limit could be set at 35 mph; however, and based on the low
accident rate, commercial driveways, and bike safety, we recommend retaining the
30 mph speed limit in this segment.
Stockton Street to Cherokee Lane
The 85th percentile speed on this segment is 41 mph. The 50th percentile speeds
are 36 and 37 mph. The accident rate of 0.4 is below the citywide average and
below the 2.3 rate from the 2013 survey. Based on the prevailing speed, the speed
limit could be set at 40 mph; however, based on the reduced accident rate and
bicycle safety, we recommend retaining the 35 mph speed limit on this segment.

Cherokee Lane to Guild Avenue
The 85th percentile speeds on this segment are 39 and 40 mph. The 50th
percentile speed is 35 mph. The accident rate of 0.0 in these segments is lower
than the citywide average and lower than the 2.0 rate from the 2013 survey. Based
solely on prevailing speeds the speed limit could be posted at 40 mph; however,
based on the lack of sidewalks in many locations, commercial driveway
characteristics, and low accident rate at the current speed limit, we recommend
retaining the 35 mph speed limit on this segment.

STREET TO REYNOLDS RANCH PARKWAY; AND APPROVING SPEED LIMIT
MODIFICATIONS ON LODI AVENUE FROM 50 TO 45 MILES PER HOUR
FROM THE WEST CITY LIMITS TO ROSE GATE DRIVE, AND ON
LOCKEFORD STREET FROM 35 TO 30 MILES PER HOUR FROM
MILLS AVENUE TO CHURCH STREET
WHEREAS, staff recently reviewed Engineering and Traffic Surveys (ETS) on the
following five streets: Century Boulevard, Westgate Drive, Lebaron Boulevard, Lodi Avenue,
and Lockeford Street; and
WHEREAS, the segments referenced above of Century Boulevard, Lebaron Boulevard,
and Westgate Drive have recently been constructed; and
WHEREAS, based on the State -mandated requirements, staff is recommending setting
the speed limit to 35 mph on Century Boulevard, from the west City limits to Lower Sacramento
Road, and on Westgate Drive, from Century Boulevard to Kettleman Lane and setting the speed
limit to 30 mph on Lebaron Boulevard, from Stockton Street to Reynolds Ranch Parkway; and
WHEREAS, staff also recommends reducing the speed limit from 50 to 45 mph on
Lodi Avenue, from the west City limits to Rose Gate Drive, and reducing the speed limit from 35
to 30 mph on Lockeford Street, from Mills Avenue to Church Street; and
WHEREAS, staff recommends amending Traffic Resolution No. 97-148 by approving
setting of 35 miles -per -hour speed limit on Century Boulevard from west City limits to Lower
Sacramento Road and on Westgate Drive from Century Boulevard to Kettleman Lane, setting of
30 miles -per -hour speed limit on Lebaron Boulevard from Stockton Street to Reynolds Ranch
Parkway, and approving speed limit modifications on Lodi Avenue from 50 to 45 miles per hour
from the west City limits to Rose Gate Drive, and on Lockeford Street from 35 to 30 miles per
hour from Mills Avenue to Church Street.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend
Traffic Resolution No. 97-148 by approving setting of 35 miles -per -hour speed limit on
Century Boulevard, from west City limits to Lower Sacramento Road, and on Westgate Drive,
from Century Boulevard to Kettleman Lane; setting of 30 miles -per -hour speed limit on
Lebaron Boulevard, from Stockton Street to Reynolds Ranch Parkway; and approving speed
limit modifications on Lodi Avenue from 50 to 45 miles per hour from the west City limits to
Rose Gate Drive, and on Lockeford Street from 35 to 30 miles per hour from Mills Avenue to
Church Street.
