AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute Memorandum of Understanding
with Lodi Adopt -A -Child, Community Partnerships for Families of San Joaquin and the City
of Lodi Parks, Recreation and Cultural Services Department Accepting and Appropriating
Funds for Recreation Enrichment Programs ($7,500)

RECOMMENDED ACTION Adopt resolution authorizing City Manager to execute Memorandum of
Understanding with Lodi Adopt -A -Child, Community Partnerships for
Families of San Joaquin and the City of Lodi Parks, Recreation and
Cultural Services Department accepting and appropriating funds for
recreation enrichment programs ($7,500).
BACKGROUND INFORMATION: The Community Partnerships for Families of San Joaquin (CPFSJ) and
the Lodi Adopt -A -Child (LAAC) administers the LAAC Scholarship which
provides year-round access to children/youth of low-income families who
lack the opportunity to participate in activities offered by the Lodi Parks,
Recreation and Cultural Services Department.
The LAAC board recently approved the donation of $7,500 to the City of Lodi Parks, Recreation and Cultural
Services Department (PRCS), which now requires acceptance from the Lodi City Council. The initial donation
of $7,500 will be donated by the LAAC by July 1, 2022. Any unused funds at the end of the fiscal year (June
30) will be rolled over to the next fiscal year throughout the course of this agreement until the funds are
exhausted. The LAAC will evaluate the effectiveness of this scholarship program annually or when funds are
exhausted, whichever comes first, to determine any future donations.
This collaborative scholarship program, aka "Play Lodi! Scholarships", will provide year-round access to
qualified low-income families with children/youth (2-13 years) for affordable participation in PRCS fee-based
programs including youth arts, fitness, enrichment and sports -related classes and camps.
FISCAL IMPACT: The LAAC Scholarship donation will financially support numerous recreation
programs managed by PRCS that the participants could otherwise not afford.

MEMORANDUM OF UNDERSTANDING
BETWEEN LODI ADOPT -A -CHILD,
COMMUNITY PARTNERSHIPS FOR FAMILIES IN SAN JOAQUIN, AND
CITY OF LODI
PURPOSE
This collaborative scholarship program, a.k.a, "Play Lodi! Scholarships," will provide year-
round access to children/youth of low-income families who lack the opportunity to participate in
activities offered by City of Lodi's Lodi Parks, Recreation and Cultural Services Department.
PARTIES
The parties to this Memorandum of Understanding (MOU) are as follows: Lodi Adopt -A- Child, a
California public benefit corporation (LAAC), Community Partnership for Families in San Joaquin,
a California public benefit corporation (CPFSJ), and City of Lodi, a municipal corporation (City)
on behalf of its Parks, Recreation and Cultural Services (PRCS) department (collectively the
Parties).
TIMEFRAME
The term of this MOU will commence on July 1, 2022 and shall terminate on June 30, 2024 (2
years) with the option to extend the terms for additional two (2), one (1) -year extensions agreed
upon in writing by the Parties. Each program year shall run from July 1 through June 30.
DESCRIPTION
"Play Lodi! Scholarships" will allow qualified low-income families with children/youth (2-13 years)
affordable participation in PRCS fee-based programs including youth arts, fitness, enrichment
and sports -related classes and camps.
Program eligibility is based on;
Proof of Residency (Lodi, Woodbridge, Lockeford, Acampo, Thornton or Victor) Please be
advised, participants who live outside of Lodi city limits are considered "Non-resident" and
are charged a 'Non-resident fee".
Proof of monthly income requirements based on US Department of HUD for the State of
California, Stockton -Lodi area.
Proof of Child's age (birth certificate, passport).
DUTIES/EXPECTATIONS FOR EACH PARTY
CPFSJ
• Create an application annually based on the current US Department of HUD for the State_
of California, Adjusted Home Income Limits for the Stockton -Lodi area.
• Identify children/youth in lower income area and provide strategies and solutions to reach
them and their families.
• Assist families in the completion of the application.
• Approve applications.
• Provide approved applicant a voucher for the approved classes with their respective
amounts to bring to the PRCS office for class registration.
• Assist families on how to register for a class using the approved voucher.
• Refer children/youth to CPFSJ for evaluation of additional program eligibilities.
• Assist in advertising the PRCS programs through their existing avenues.
LAAC
Pay for additional needs/supplies needed to participate in activity (i.e. cleats, mitts, art
supplies, etc.) as outlined in the class requirements.
PRCS
• Receive the approved voucher from the participant.
• Register participant into approved classes.
• Provide LAAC and CPFSJ monthly and annual reporting.
• Deposit and administer donations into and from a Scholarship Fund to be established at
the beginning of Fiscal Year 23 (not to be deposited into General Fund).
REPORTING REQUIREMENTS
PRCS will provide a monthly participation report to LAAC and CPFSJ for the previous month by
the 5th of the month following indicating participant information, class, and cost of the class.
To enable the LAAC to evaluate the effectiveness of this scholarship program and to help the
LAAC determine any future donations, PRCS shall submit to the LAAC and CPFSJ an annual
report outlining the use of all scholarship funds from July 1 to June 30 of each year no later than
July 30 of each year commencing in 2022. The report will specify the past year's accomplishments
summarizing key benchmarks related to the scholarship's support which should include but are
not limited to;
• Marketing efforts (i.e. activity guide, email blasts, Peachjars);
• Total dollar amount granted through scholarship;
• Number of unique participants supported;
• Average amount of funds awarded to each unique participant;
• Number of total class registrations;
• Explanation of the types of classes the scholarship supported and how many (i.e. art,
sports); and
• Explanation of the distinct classes the scholarships supported and how many (i.e. Painting
Fruit, Youth Basketball).
EXPENDITURE OF FUNDS
The initial donation of $7,500 will be donated by the LAAC by July 1, 2022. Any unused funds at
the end of the fiscal year (June 30) will be rolled over to the next fiscal year throughout the course
of this MOU until the funds are exhausted. The LAAC will evaluate the effectiveness of this
scholarship program annually or when funds are exhausted, whichever comes first, to determine
any future donations.
The scholarship funds are for the purpose(s) stated in this MOU. Scholarship funds may be
expended only in accordance with the terms set forth herein. Scholarship funds may not be
expended for any other purpose without prior written approval by the LAAC.
City shall not use any portion of the scholarship to fund special event fees, Afterschool Programs
(ASP), Lodi Lake entrance fees, beach entrance fees and boat tours, Boosters of Boys/Girls
Sports (BOBS) programs, Swim Lessons (scholarships currently provided through the Brian M.
Stocker Fund), facility rentals or live performance tickets.
PUBLICITY, PUBLICATIONS AND COMMUNICATIONS
The LAAC and CPFSJ will be recognized for its support on the City/PRCS website(s), social
media posts, school announcements (via Peachjar) and with a vertical or horizontal half -page
advertisement in the PRCS seasonal activity guide. Bilingual information flyers will be posted in
the PRCS main office, 230 W. Elm Street for walk-in customers who may inquire about
scholarships directing them to the LAAC main office and will be shared with the general public at
special events.
The LAAC and CPFSJ will market current PRCS programs by distributing the seasonal activity
guide to its clients and at special events they may participate in. Lodi Parks, Recreation and
Cultural Services will be listed as a Community Partner on the CPFSJ website.
This MOU represents an agreement among the Parties as to the Play Lodi! Scholarships and
supersedes all prior oral or written discussions or understanding among the Parties.
The signatories to this MOU affirm that each is authorized to sign on behalf of the party they
purport to represent.
All parties agree to the responsibilities listed above. This MOU shall be effective as of July 1,
2022.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING
WITH LODI ADOPT -A -CHILD, COMMUNITY PARTNERSHIPS FOR FAMILIES
OF SAN JOAQUIN, AND THE CITY OF LODI PARKS, RECREATION AND
CULTURAL SERVICES DEPARTMENT ACCEPTING AND APPROPRIATING
FUNDS FOR RECREATION ENRICHMENT PROGRAMS
WHEREAS, the Community Partnerships for Families of San Joaquin ("CPFSJ") and the
Lodi Adopt -A -Child ("LAAC") administers the LAAC Scholarship which provides year-round
access to children/youth of low-income families who lack the opportunity to participate in activities
offered by the Lodi Parks, Recreation and Cultural Services Department ("PRCS"); and
WHEREAS, the LAAC board recently approved the donation of $7,500 to PRCS through
this collaborative scholarship program called "Play Lodi! Scholarship"; and
WHEREAS, PRCS will apply the "Play Lodi! Scholarship" funds to qualified and approved
low-income families with children/youth (2-13 years) for affordable participation in PRCS fee-
based programs including youth arts, fitness, enrichment and sports -related classes and camps.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute the Memorandum of Understanding with Lodi Adopt -A -Child,
Community Partnerships for Families of San Joaquin, and the City of Lodi Parks, Recreation and
Cultural Services Department for two years with the option to extend the agreement for two
one-year terms; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve accepting
and appropriating revenue in the amount of $7,500 to 20600000.56452 for Recreation Enrichment
Programs and appropriate expenses in the amount of $7,000 to 20673500.72338 and $500 to
20673500.72355; and
BE IT FURTHER RESOLVED that the Lodi City Council authorizes any unused funds at
the end of the fiscal year (June 30) will be rolled over to the next fiscal year throughout the course
of this agreement until the funds are exhausted; and
BE IT FURTHER RESOLVED pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
