BACKGROUND INFORMATION: The Municipal Utilities Services Division is in need of replacing Vehicle No. 04-105, a 2005, Elgin Street Sweeper, which has exceeded its useful life (Exhibit A). Total repair costs associated with this vehicle are $105,770 with an additional cost of $10,623 in preventative maintenance. Municipal Utilities Services is responsible for monthly sweeping of 360 curb miles along City streets, 16 miles of alleys, and 19 City parking lots; and removing an average of 1,500 tons of debris and 4,500 cubic yards of leaves from City roadways each year. Regular street sweeping is also identified as a best management practice in the City's Stormwater Management Plan. Street sweeping removes fine metal particles left on roadways by vehicles, which can make their way to local waterways; and removes litter and debris that can build up in gutters. The sweeper being replaced currently serves as the City's secondary sweeper and sweeps an average of approximately 3,500 curb miles each year. The secondary sweeper supplements the operations of the primary sweeper (which is six years old) and if the purchase of the new sweeper is approved, the current primary sweeper will be reassigned as secondary sweeper. The new Schwarze sweeper is advertised to be 70 percent quieter than the other brands in its class and in its primary role will sweep approximately 4,700 miles of curb each year. Considering age, parts availability, and maintenance history, it is no longer cost-effective to continue operating this vehicle. Staff recommends replacement and has spent considerable time researching replacement sweepers to find the best choice for the City. Staff recommends purchase of the Schwarze Model A7 Tornado Regenerative Air Sweeper (Exhibit B) utilizing the Sourcewell Contract No. 093021-SWZ. The City has used the contract process to purchase vehicles in the past with excellent pricing and a more rapid delivery schedule. Staff recommends adopting a resolution authorizing City Manager to waive bid process and approve purchase of Schwarze Model A7 Tornado Regenerative Air Sweeper from Municipal Maintenance Equipment, Inc., of Sacramento, in the amount of $332,470, and appropriating funds in the amount of $166,235. FISCAL IMPACT: Replacement of Vehicle No. 04-105 will ensure the City meets our regulatory requirements, save maintenance and repair costs, and increase productivity due to reduced downtime associated with repairs and waiting for parts. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the bid process and purchase one Schwarze Model A7 Tornado Regenerative Air Sweeper from Municipal Maintenance Equipment, Inc., of Sacramento, California, in the amount of $332,470, utilizing the competitively -bid Sourcewell Contract No. 093021-SWZ, to replace Vehicle No. 04-105; and BE IT FURTHER RESOLVED that Lodi City Council does hereby authorize appropriation of funds in the amount of $166,235 as set forth above; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
