HomeMy WebLinkAboutAgenda Report - July 20, 2022 C-05CITY OF y CALIFORNIA COUNCIL COMMUNICATION AGENDA ITEM C05 AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive the Bid Process and Purchase One Vac -Con Combination Jet/Vacuum Sewer Cleaner, Mounted on a Freightliner Truck Chassis, from Municipal Maintenance Equipment, Inc., of Sacramento, Utilizing the Competitively Bid Sourcewell Contract No. 101221 -VAC ($620,310) MEETING DATE: PREPARED BY: July 20, 2022 Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing City Manager to waive the bid process and purchase one Vac -Con combination jet/vacuum sewer cleaner, mounted on a Freightliner truck chassis, from Municipal Maintenance Equipment, Inc., of Sacramento, utilizing the competitively bid Sourcewell contract No. 101221 -VAC, in the amount of $620,310. BACKGROUND INFORMATION: Unit No. 44-037, a 2011 Vac -Con, combination jet/vacuum sewer cleaner (Exhibit A), has exceeded the life expectancy for this type of equipment. Staff was originally targeting replacement in FY 2023/24, however, due to long lead times (1 -year) and anticipated price increases due to material and labor shortages, staff recommends initiating this purchase now. If approved, the new Vac -Con will be placed in first-line operation and the current first line Vac -Con (purchased in 2015) will be moved to secondary service. The City has seen a steady growth to infrastructure. Since 2003, the collection system (sanitary sewer) has seen an increase of 10 percent. Utilizing these highly specialized vehicles, City crews have been able to clean an average of 40 miles of sewer lines, or 20 percent, of the wastewater system per year. This level of maintenance activity has resulted in an extremely low public Sanitary Sewer Overflow (SSO) rate of 1.9 SSO's per 100 miles of wastewater pipe. This metric is monitored by State regulators. Collection systems are frequently challenged with increasing State and Federal regulations. Regular sewer line cleaning has been proven to be one of the most effective practices in maintaining a reliable and regulatory -compliant wastewater conveyance system. Line cleaning is the best way to eliminate blockages and reduce SSO's that could lead to expensive cleanups and or fines. Per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by the City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that their award was in compliance with their formally -adopted bidding or negotiation procedures. Staff recommends waiving the bid process and purchasing one Vac -Con combination jet/vacuum sewer cleaner, mounted on a Freightliner truck chassis, from Municipal Maintenance Equipment, Inc., of Sacramento, utilizing the competitively bid Sourcewell Contract No. 101221 -VAC , in the amount of $620,310. It will also reduce maintenance and repair costs. The budgeted purchase does not impact the General Fund and will assist the Municipal Utility Services Division in its continuing efforts to maintain the City of Lodi's infrastructure. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the formal bidding process; and BE IT FURTHER RESOLVED that Lodi City Council does hereby authorize the City Manager to purchase one Vac -Con combination jet/vacuum sewer cleaner, mounted on a Freightliner truck chassis, from Municipal Maintenance Equipment, Inc., of Sacramento, California, in the amount of $620,310, utilizing the competitively -bid Sourcewell Contract No. 101221 -VAC; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
