RECOMMENDED ACTION: Set a Public Hearing for June 15, 2022, to consider an Ordinance
Amending the Lodi Municipal Code to amend Lodi Municipal Code Title 17 -
Development Code, Chapter 17.34.060.A.3, "GC and Industrial Districts" to
revise the standards for signs in these zoning districts, and add Section 17.34.070.H, "Community Electronic
Message Signs" to create a new type of sign to be located on City -owned property.
BACKGROUND INFORMATION: Title 17 of the Lodi Municipal Code includes regulations for signs in various
zoning districts, regulating sign size and height, and limiting the number of
signs which may be placed on a parcel, among other regulations. Two
separate issues are addressed in the proposed amendments.
First, through the implementation of the Development Code, Staff has identified issues which affect the ability of
businesses in industrial zones to properly identify their facilities. The proposed amendments to Section 17.34.060.A.3
would address this issue by removing the existing prohibition on signs for individual users on a parcel.
Second, Staff has also identified an opportunity for the City to offer its property as the location for signs which can be
installed an operated by the private sector, creating a new type of advertising venue to help businesses attract
customers and for the display of City -sponsored messages. The proposed new section, 17.34.070. H, would establish
regulations for these "Electronic Message Signs on City Property." These signs would also create a new potential
revenue source for the City, through the leasing of space for the installation of signs.
