Adopt Resolution Approving Lower Sacramento Road Pavement Resurfacing Project for Road Repair and Accountability Act of 2017 Funding FY 2022/23 MEETING DATE: June 1, 2022 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution approving Lower Sacramento Road Pavement Resurfacing Project for Road Repair and Accountability Act of 2017 funding FY 2022/23. BACKGROUND INFORMATION: The Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1), will provide the City with State transportation funding through an increase in the Gas Tax. SB1 guidelines require that prior to receiving an apportionment of funds for this fiscal year, agencies must prepare and submit a list of proposed SB1-funded projects to the California Transportation Commission. All proposed projects must also be included or amended into the City's adopted budget each year. The City is proposing to use the Fiscal Year 2022/23 allocation (estimated $1,567,156). The Lower Sacramento Road Pavement Resurfacing Project, programmed for Fiscal Year 2022/23, will resurface Lower Sacramento Road from Kettleman Lane to Turner Road. The work will also include pavement repair, pavement striping, and other miscellaneous and related work. Staff will request at a later date, Council action to approve plans and specifications, authorize advertisement for bids and to award the contract, once the plans, specifications, and estimates are complete. The preliminary construction project estimate is $2,000,000. Staff will be using the existing unspent balance of the SB 1 funds received and the expected SB 1 allocation of the FY 2022/23 for the project. The pavement resurfacing project will include pavement repairs and installing rubberized asphalt pavement on Lower Sacramento Road from Kettleman Lane to Turner Road. The pavement resurfacing project will extend the pavement life approximately 10-15 years. The work (including both design and construction) will be performed from July 2022 through June 2023. Swimley, Jr. Public Works Director CES/LC/cd Attachment cc: Senior Civil Engineer Public Works Management Analyst \\cvcfiIv02\pubwks$\WP\COUNCIL\2022\CSB1project2022 doc 5/18/2022 RESOLUTION NO. 2022-142 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE LOWER SACRAMENTO ROAD PAVEMENT RESURFACING PROJECT FOR ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 FUNDING FISCAL YEAR 2022/23 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City are aware of the projects proposed for funding in the community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $1,567,156 in RMRA funding in Fiscal Year 2022-23 from SB 1; and WHEREAS, this is the sixth year in which the City is receiving SB 1 funding which will enable the City to continue essential road maintenance and rehabilitation projects, safety and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community's priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate approximately 6.8 miles of streets throughout the City this year and approximately five similar projects into the future; and WHEREAS, the City's Pavement Management System rated that the City's streets and roads are in a "fair" condition and this revenue will help increase the overall quality of the road system and over the next decade will bring City streets and roads into a "good" condition; and WHEREAS, the SB 1 project list and overall investment in the local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co -benefits statewide. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby: 1. Approve the following list of newly -proposed projects to be funded in part or solely with Fiscal Year 2022-23 Road Maintenance and Rehabilitation Account revenues and SB1 funds from previous years: Lower Sacramento Road Pavement Resurfacing Project for Road Repair and Accountability Act of 2017 funding, in the amount of $2,000,000. The work includes pavement repairs and installing rubberized asphalt pavement on Lower Sacramento Road from Kettleman Lane to Turner Road. The pavement project will improve the ride quality and extend the pavement life for 10 years. The work will be performed from July 2022 through December 2023; and 2. Pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
