HomeMy WebLinkAboutAgenda Report - June 1, 2022 C-04n CITY OF } �s- a t CALIFORNIA AGENDA ITEM C-4 COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute Additional Change Orders to 2021-2023 Sidewalk and Miscellaneous Concrete Repair Program ($201,000), and Appropriating Funds ($180,000) MEETING DATE: June 1, 2022 PREPARED BY: Public Works Director RECOMMENDED ACTION:' Adopt resolution authorizing City Manager to execute additional change orders to 2021-2023 Sidewalk and Miscellaneous Concrete Repair Program, in an amount not -to -exceed $201,000 and appropriating funds in the amount of $180,000. BACKGROUND INFORMATION: On April 21, 2021, Council approved specifications and adopted a resolution authorizing the City Manager to award a contract to the lowest responsive bidder, not -to -exceed $250,000; and execute change orders, not -to -exceed $50,000. On February 16, 2022, Council increased the City Manager's change order authority by $53,590, and appropriated additional Transportation Development Act (TDA) funds ($45,207) that were not anticipated at budget. The contract is intended to facilitate citywide concrete repairs on an as -needed basis. Occasionally, other departments and divisions within the City need to have miscellaneous concrete work done and it is beneficial (from a timing and a cost perspective) for the City to utilize the existing Citywide contract. If approved, this increase in change order authority and appropriation allows miscellaneous concrete work to be done at the Police Station, Hutchins Street Square, White Slough Water Pollution Control Facility, Domestic Water Well No. 7, and at the new electrical vehicle charging station sites. Additionally, this approval will allow for the installation of ramp and sidewalk improvements at various Eastside locations ($100,000) approved by Council on March 2, 2022 utilizing American Rescue Plan Act (ARPA) allocations. The requested $201,000 increase in the City Manager's change order authority will be in addition to the originally approved amounts of $50,000 (April 21, 2021) and $53,590 (February 16, 2022), for a total not -to - exceed change order authority amount of $304,590. Staff recommends adopting resolution authorizing City Manager to execute additional change orders to 2021- 2023 Sidewalk and Miscellaneous Concrete Repair Program, in an amount not -to -exceed $201,000 and appropriating funds in the amount of $180,000. FISCAL IMPACT: This project extends the useful life of City sidewalks and miscellaneous concrete. This project does not impact the general fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute additional change orders to the 2021-2023 Sidewalk and Miscellaneous Concrete Repair Program, in an amount not to exceed $201,000; and BE IT FURTHER RESOLVED, that the Lodi City Council does hereby authorize appropriating funds in the amount of $180,000 as set forth above; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
