REGULAR CITY COUNCIL MEETING

The City Council Closed Session meeting of June 15, 2022, was called to order by
Mayor Chandler at 6:32 p.m.
Present: Council Member Khan, Council Member Kuehne, Mayor Pro Tempore Hothi, and
Mayor Chandler
Absent: Council Member Nakanishi
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Nashed
At 6:33 p.m., Mayor Chandler adjourned the meeting to a Closed Session to discuss the above
matter. The Closed Session adjourned at 6:42 p.m.
At 6:59 p.m., Mayor Chandler reconvened the City Council meeting, and City Attorney Magdich
disclosed the following actions.
Item C-2a) was discussion and direction given with no reportable action.
The Regular City Council meeting of June 15, 2022, was called to order by Mayor Chandler at
7:00 p.m.

Mayor Chandler presented a proclamation proclaiming June 2022 as Parks Make Life Better
Month in the City of Lodi to Parks, Recreation and Cultural Services Director Christina Jaromay.
Parks, Recreation and Cultural Services Director Jaromay thanked Council for the proclamation.

B-1 Parks Make Life Better Month Proclamation (PRCS)

Mayor Chandler presented a proclamation to Police Chief Sierra Brucia in honor of his
acceptance to the FBI training academy in Quantico, Virginia.
Chief Brucia thanked Council for the proclamation.
Consent Calendar Item C-15 was pulled by Mayor Pro Tempore Hothi and Item C-19 was pulled
by Council Member Kuehne.
Lisa Craig provided public comment regarding Consent Calendar Item C-5.
Mayor Pro Tempore Hothi made a motion, second by Council Member Khan, to approve the
following items hereinafter set forth, except those otherwise noted, in accordance with the
report and recommendation of the City Manager.

Accepted the Quarterly Report of Purchases between $10,000 and $20,000.
Adopted Resolution No. 2022-147 awarding the contract for Lodi Transit Station Buildings
Exterior Repair Project to CMA Painting, Inc., of Berkeley, in the amount of $161,680, and
authorizing the City Manager to execute change orders in an amount not to exceed $30,000.

Planning services, increasing Fiscal Year 2021-22 amount by $21,000; appropriating funds; and
extending the term of Agreement through Fiscal Year 2022-23, in an amount not to exceed
$186,000, for total amount not to exceed of $856,000.
Adopted Resolution No. 2022-155 authorizing the City Manager to execute Amendment No. 1 to
the agreement with Kronos Incorporated, a Massachusetts Corporation, for cloud-based time
management and scheduling software, in the amount of $28,500.
Adopted Resolution No. 2022-156 authorizing the City Manager to execute Confirmation 0249
under Support Services Program Agreement with Northern California Power Agency for income
verification and recertification services, in the amount of $92,170.
Adopted Resolution No. 2022-157 authorizing the City Manager to execute a Memorandum of
Understanding with Lodi Adopt-A-Child, Community Partnerships for Families of San Joaquin,
and the City of Lodi Parks, Recreation and Cultural Services Department accepting and
appropriating funds for recreation enrichment programs, in the amount of $7,500.
Item C-15 was pulled by Mayor Pro Tempore Hothi.
Discussion ensued between Mayor Pro Tempore Hothi and City Manager Schwabauer regarding
public usage of Lodi Unified School District facilities.
Mayor Pro Tempore Hothi made a motion, second by Council Member Kuehne, to adopt
Resolution No. 2022-158 approving the Joint Use Agreement between Lodi Unified School
District and City of Lodi for reciprocal use of facilities for the term July 1, 2022 through June 30,
2032.

Adopted Resolution No. 2022-159 authorizing the City Manager to execute a Professional
Services Agreement with Sedgwick Claims Management Services, Inc., ("Sedgwick") for workers'
compensation claims administration services for the period July 1, 2022, to June 30, 2023, in the
amount of $148,933.
Directed the City Clerk to post for the following vacancies:

Accepted the Tienda Drive Senior Apartments, L.P., Report on Audit of Financial Statements,
Financial Statements, and Supplementary Information December 31, 2021 and 2020.
Council Member Kuehne pulled Item C-19 and requested clarification regarding the breakdown of
the $1.6 billion and how much the City of Lodi would receive.
City Manager Schwabauer provided a brief report.
Council Member Kuehne made a motion, second by Mayor Pro Tempore Hothi, to receive report
regarding communication pertaining to 2022-23 State budget request to invest $1.6 billion in
vitality of cities.

Michell Aartman provided a public comment regarding gang activity and gunshots heard on the
eastside of the City.
Police Chief Sierra Brucia provided comment addressing Ms. Aartman's concerns.
Council Member Khan thanked the police department, announced that he has been working with
staff to bring items for Council's consideration such as: proactive code enforcement, no-parking
zones on street sweeping days, and adding cameras in alleyways.
City Manager Schwabauer provided a brief report regarding the Valley Mountain Regional Health
Center and Ready-to-Work programs in which the City of Lodi participates.
Notice thereof having been published according to law, an affidavit of which publication is on file
in the office of the City Clerk, Mayor Chandler called for the public hearing to consider adopting a
resolution setting pre-approved Engineering News Record adjustment index for wastewater rates
for residential, commercial, and industrial customers.
Public Works Management Analyst Rebecca Areida provided a PowerPoint presentation
regarding wastewater rates. Specific topics of discussion included background, recommendation,
five-year summary, comparative rates, rate comparisons, planned Capital projects, and
recommended action.
Mayor Chandler opened the public hearing for public comment.
There being no public comments, Mayor Chandler closed the public hearing.
Mayor Pro Tempore Hothi made a motion, second by Council Member Khan, to adopt Resolution
No. 2022-161 setting pre-approved Engineering News Record adjustment index for wastewater
rates for residential, commercial, and industrial customers.
Reynolds Ranch Parkway, and Approving Speed Limit Modifications on Lodi Avenue from
50 to 45 Miles Per Hour from the West City Limits to Rose Gate Drive, and on Lockeford
Street from 35 to 30 Miles Per Hour from Mills Avenue to Church Street (PW)

Notice thereof having been published according to law, an affidavit of which publication is on file
in the office of the City Clerk, Mayor Chandler called for the public hearing to consider the
recommendation of the Planning Commission to introduce and waive the first reading of an
ordinance amending Lodi Municipal Code Title 17 - Development Code - to 1) add new Section
17.34.070.H to allow and regulate community electronic message signs at City-owned facilities
and 2) revise standards for signs in the GC and industrial zoning districts to provide additional
project identification signage opportunities.
Community Development Director John Della Monica provided a PowerPoint presentation
regarding proposed changes to sign regulations. Specific topics of discussion included changes
presented to the Planning Commission, summary of proposed electronic signs on City property,
summary of changes to industrial sign regulations, total signage allowance, multi-tenant
configuration, monument calculation, environmental review, and recommendation.
Mayor Chandler opened the public hearing for public comment.
Lisa Craig provided public comment on the item.
There being no further public comments, Mayor Chandler closed the public hearing.
Council discussion ensued with City Manager Schwabauer regarding application of ordinance on
storefront signage and how existing monument signs were approved prior to ordinance.
Council Member Kuehne made a motion, second by Council Member Khan, to introduce and
waive first reading of Ordinance No. 2003 amending Lodi Municipal Code Title 17 - Development
Code - to 1) add new Section 17.34.070.H to allow and regulate community electronic message
signs at City-owned facilities and 2) revise standards for signs in the GC and industrial zoning
districts to provide additional project identification signage opportunities.

item.
Chief Executive Officer and President of the Library and Literacy Foundation for San Joaquin
Moses Zapien presented a check in the amount of $15,000 to Parks, Recreation and Cultural
Services Director Christina Jaromay for the City of Lodi Poet Laureate Program.
Council Member Kuehne made a motion, second by Council Member Khan, to adopt Resolution
No. 2022-162 authorizing the City Manager to accept a grant from the Library and Literacy
Foundation for San Joaquin for City of Lodi Poet Laureate Program and appropriate funds in the
amount of $15,000.

Neighborhood Services Manager Jennifer Rhyne provided a PowerPoint presentation regarding
the Safety Ambassador Program. Specific topics of discussion included background, history,
safety program subcommittee, services, patrol area, and staff recommendation.
Council discussion ensued with City Manager Schwabauer, Community Development Director
John Della Monica, and Neighborhood Services Manager Rhyne regarding the appropriation of
funds for this program versus additional officers, 24-hour surveillance, number of individuals on
each shift, not closing down the parking garage due to the security of the Safety Ambassador
presence, the timeline of the opening of the Access Center, training and experience of the Safety
Ambassadors, success rate of the program, and the use of a City vehicle for patrol.
Council Member Khan made a motion, second by Mayor Pro Tempore Hothi, to adopt Resolution
No. 2022-163 authorizing the City Manager to execute a Professional Services Agreement with
the Downtown Stockton Alliance for the term of 12 months with option to extend 12 months to
develop and operate the Lodi Safety Ambassador Program, in an amount not to exceed $515,000
for 24 months.

Understanding with the Lodi Police Mid-Management Organization. Specific topics of discussion
included term of contract, wages, and benefits.
Council Member Kuehne made a motion, second by Council Member Khan, to adopt Resolution
No. 2022-164 approving the Memorandum of Understanding between City of Lodi and Lodi Police
Mid-Management Organization for the period July 1, 2022 through June 30, 2025.

Resolution No. 2022-165 approving Statement of Benefits between City of Lodi and Lodi Fire
Mid-Management for the period July 1, 2022 through June 30, 2025.
