of the Environmental Quality Act and recommended that the Council certify the Negative
Declaration.
MOTION / VOTE:
The City Council, on motion of Council Member Hitchcock, Howard second, adopted
Resolution No. 2001-30 certifying the Negative Declaration for the Lodi Station Parking
Structure and set a Public Hearing for February 21, 2001 to consider the Environmental
Assessment for the Lodi Station Parking Structure. The motion carried by the following
vote:
Ayes: Council Members — Hitchcock, Howard, Land and Pennino
Noes: Council Members — None
Absent: Council Members — Mayor Nakanishi

J. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
• Mary Jane Halstead, 105 S. Crescent Avenue, Lodi, addressed the proposal to extend the no -
parking area along Ham Lane from Vine Street to Lodi Avenue for the purpose of
implementing a two-way, left -turn middle lane. Ms. Halstead spoke on behalf of 31 tenants at
the La Espana apartment complex at 350 S. Ham Lane. They object to the proposal because
the street in front of their apartment is the only public parking area for non-residents.
Ms. Halstead asked that the needs of these tenants be taken into consideration and that other
alternatives be considered.
Mayor Pro Tempore Pennino reported that staff was given direction to explore this issue and
look at all options. He asked staff to be sure to communicate with these tenants and notify
them of their report and final recommendations.
Council Member Land stated that he had met with Ms. Halstead previously on this subject and
commented that 90% of the residents at La Espana apartments are elderly and have special
needs (e.g. caretakers, delivery of meals -on -wheels, etc.).
• Judith Halstead also spoke in opposition to the Ham Lane no -parking proposal and stated that
it would negatively effect many residents in addition to those at the La Espana apartments.
She reported that a number of employees at Vienna Convalescent Hospital expressed
concern about losing parking places. Ms. Halstead suggested that closer monitoring of the
speed on Ham Lane would resolve the traffic issues without the need for a two-way, left -turn
lane and loss of parking places.
K. COMMENTS BY CITY COUNCIL MEMBERS ON NON -AGENDA ITEMS
• Council Member Land reported that he received a phone call from a resident questioning the
non -removal of the railroad tracks on east Lodi Avenue.
City Manager Flynn explained that this issue has been a major concern of the City for 10 — 15
years.
Public Works Director Prima reported that there has been a large number of communications
and meetings with railroad officials regarding the track removal. He indicated that delays may
be due to competitive issues between the different railroad companies.
• Council Member Hitchcock commented that the League of California Cities will be raising their
dues to provide for an increase in services.

Subject: Installation of no -parking zones for continuous two-way
left turn lane on Ham Lane, from Vine Street to Lodi Avenue
Mr. Sandelin:
More than thirty-one homes are affected by this proposal. The number of rear end
and left turn accidents on Ham Lane is related to speed and offensive, rather than
defensive. driving. A better solution than making thirty-one residences suffer might be
for more police observance of speed and yellow/red traffic light offenses.
At 350 So. Ham Lane, La Espana Apartments, there is no parking on the premises for
anyone other than residents. If street parking is removed, there would be no access
for visitors, caregivers, service people who clean, repair, or who do other hired work by
the residents, overnight visitors, Meals on Wheels, or people picking up friends or .
relatives who do not drive. Also, when resurfacing is done on the resident garage
area, they are asked to park their cars on the street, as well as when that area is
cleaned. This would be impossible if there is no street parking.
Alternatives need to be explored. Removal of street parking on the west side of the
street should be considered. Close monitoring and ticketing of aggressive drivers is
also a powerful deterrent.
Some residents have lived in this well established residential complex for more than
twenty-five years. This kind of removal would not even be considered in other
residential areas of Lodi. It should not be considered in this residential area either.

There are many residents who would be affected by this proposal. In the letter sent to
affected property owners and residents, dated January 23, 2001. it appears that
"rushed" motorists were being accommodated, while the needs of residents were not
even addressed.
At Vienna Convalescent Hospital. there are many residents. These are people who
are not there for a short term on their way home; they live there...they are home. At
the La Espana Apartments, there are 31 residences, and at both these residential
areas, there are visitors, repair people, friends picking up other friends, employees,
mail delivery people. and others who need street parking on the east side.
Ham Lane has become a busy street of aggressive fast drivers. Lodi Avenue is also a
very busy street which has no left turn lanes . Other solutions need to be found for
these busy streets with "rushed" drivers. On Ham Lane, removing parking on the west
side of the street could be a solution which will much less affect the residential areas.
Ticketing "rushed" drivers might be more effective than offering them "refuge."
There needs to be more study and alternatives considered and offered to residents.

Mr. Sandelin:
Daily activities of the more than thirty-one residents of La
Espana Garden Apartments at 350 So.Ham Lane would be extremely
impacted. As at anyone's home, family, guests, and service people
come and go throughout the day. Parking on the street in front of
this well-established and maintained complex has been the only
designated parking area for nonresidents. Removing this area is an
ill-conceived plan that does not take into consideration the needs
of these many longtime residents.
Removing the street parking on the west side of Ham Lane appears
to be a more logical alternative, as there already exists ample
off-street parking in the lots of the medical and business
offices. I have rarely seen cars opting to park on the west side
of the street to cross the street, or go to the office sites.
However, the parking zone of the east side of Ham Lane is a
continual necessity during the day and night for these residents.
Taking more time to research other alternatives is certainly in
the best interest of these tax -paying residents of La Espana
Garden Apartments.
