RECOMMENDED ACTION: Appoint ClaraGrace Plath to the Greater Lodi Area Youth Commission;
appoint Jateen Bhakta and Jesse Hanes to the Lodi Arts Commission and
re -post for vacancies on the Greater Lodi Area Youth Commission.
BACKGROUND INFORMATION: The City Council directed the City Clerk to post for three vacancies and five
expiring terms on the Greater Lodi Area Youth Commission and three
vacancies on the Lodi Arts Commission on March 16, 2022.
The Mayor reviewed the applications, conducted interviews, and recommends the City Council concur with the
appointments as detailed below. There are seven remaining vacancies on the Greater Lodi Area Youth
Commission. It is recommended that the City Council direct the City Clerk to post for these vacancies until filled.
Government Code Section 54970 et seg. requires that the City Clerk post for vacancies to allow citizens
interested in serving to submit an application.

ANNOUNCEMENT
Seven (7) Student Vacancies
on the Greater Lodi Area Youth Commission
The City of Lodi is currently accepting applications for
the Greater Lodi Area Youth Commission,
developed to affect positive growth in young adults
through a variety of activities that will generate interest
and participation within the community.
The Youth Commission meets on the 2nd Monday of
each month at 7:00 p.m. in the Cottage Room at Hutchins
Street Square and consists of 6 adult advisors serving
3 -year terms and 9 student members serving 2 -year
terms.
Applications are now being accepted to fill three (3)
student vacancies, which are due to expire May 31, 2023;
and four (4) student vacancies, which are due to expire
May 31, 2024.
Applications are available online at

Appointments to the Commission will be made by the
Mayor with Council approval.

recommendation to appoint you to the Lodi Arts Commission for the remainder of a three-year term (expiring
July 1, 2023).
Please take this moment to read the attached Oath of Office, sign and date the form, and return to the City
Clerk's Office at your earliest convenience.
A copy of this letter will be forwarded to the City liaison for this group who will contact you soon regarding your
responsibilities and the dates and times of upcoming meetings.
Also attached is the City of Lodi's Commissioner's Handbook. It has been prepared to contribute to your
general knowledge and understanding of public affairs and to aid in identifying the scope and parameters of
your duties and responsibilities. While participation on a City commission is a major responsibility, we hope
that it will prove to be a meaningful and rewarding experience for you. City service provides opportunities to
gain a greater understanding of the issues facing municipal government and to become actively involved in
resolving those issues in a manner that reflects the best interest of the community.
As explained in the Handbook, as an appointed member to a City commission, it is important to comply with
the following requirements in order to remain in good standing as a member:
All commissioners must file an Oath of Office form with the City Clerk's Office within 30 days of
appointment (or reappointment) and prior to participating in any commission meetings or activities.
All commissioners must comply with A61 234 ethics training specified by Government Code section
53235 within 30 days of assuming office and thereafter by December 31 of even -numbered years.
(EXCEPTION: Greater Lodi Area Youth Commissioners — Student Appointees)
Commissioners must comply with Fair Political Practices Commission (FPPC) regulations pertaining to
Conflict of interest — Form 700s and are required to file an Assuming and Leaving Office Statement
within 30 days of assuming or leaving office and annually thereafter by April 1. (This requirement
pertains to Library Board of Trustees, Lodi Arts Commission, Lodi Improvement Committee, Measure L
Citizens' Oversight Committee, Parks and Recreation Commission, Planning Commission, and
SPARC.)
Ethics training is provided free of charge online by the FPPC at htt 'l/www,f c.ca, ov/learnl ublic-officials-
and-em to ees-rules-lethics-trainin .html. Please choose the "Local Officials" training. Once your training
session is completed, you must print the Certification of Completion and provide a copy to the City
Clerk's Office. Please note — your certificate must indicate that training has been for a minimum of two
hours.
It will be necessary for you to complete a Form 700 — Statement of Economic Interest Assuming Office
Statement no later than 30 days from the effective date of your appointment (due Friday, November 19,
2021). Please refer to the enclosed Resolution 2021-11 for disclosure category requirements regarding your
particular board, commission, or committee. The City of Lodi utilizes NetFile to electronically file Statement of
Economic Interest forms. Online filing is available 24/7 from any computer with internet access.
• Go to the NetFile Filing Portal at htti?s:gnetfile.com/filer.
• Click the "New User? Request a Password" link in the "Form 700 (SEI) Filers" section below the log-in
form.
• Enter and submit the e-mail address at which you received this email. NetFile will send you an e-mail
