BACKGROUND INFORMATION: The Water Meter Program Phase 8 contract was awarded to DSS Company dba Knife River Construction, of Stockton, in the amount of $4,441.635, on August 21, 2019. This contract has been completed in substantial conformance with the plans and specifications approved by City Council on May 15, 2019. The project area for Phase 8 (final phase) is presented in Exhibit A and included the installation of 876 meters and the installation of 18,490 feet (3.5 miles) of water main. While Phase 8 is not the largest phase of the water meter program, over 570 of the 876 meter installations are type "E" meter installations. Type "E" meter installations consist of installing a new water meter service (and meter assembly) from a new water main that has been relocated from the backyard to the street. Based on experience gained from prior water meter phases, these installations encounter unforeseen conditions (especially in older, more established neighborhoods) and often require plumbing modifications to the residence to accommodate the new service location. The original contract completion was 210 calendar days. Two hundred and twenty-four (224) calendar days were added by change orders to accommodate extra work requested by the City. The contract work was completed within the 434 calendar day contract duration. The final contract price was $6,148,469.19. The difference between the contract amount and the final contract price is due to eleven change orders, totaling $1,721,892.19, and minor adjustment in unit quantity bid items installed totaling ($15,058.00) as credit. Change Order No. 1 ($40,671.82) included the emergency repair of a storm drain pipe at Harney Lane and Stockton Street which was blocked and needed immediate repair. Change Order No. 2 included the installation of a water main and water service to Henderson School site (13451 N Extension Road, Lodi) at Lodi Unified School District's (LUSD) request. This school is located just outside the City limit south of Harney Lane and west of Lower Sacramento Road. The school site's domestic water well was having water quality problems and LUSD requested the City supply domestic water to the school site. The City Council approved the out -of -city service and Change Order No. 2 for the work on February 5, 2020. The total cost of this change order was $213,410.00 and has been reimbursed by LUSD in full. Change Order No. 3 ($108,000.00) included the emergency repair of a sewer main at Turner Road and Lincoln Avenue at the request of the Utility Manager due to a pipe failure. The work included addition pot -hole activities and water pipe work. Change Order No. 5 ($32,823.00) included the reconstruction of the alley east of Garfield Street, north of Lodi Avenue. A new water main was installed in the alley per plan. Staff determined that the existing pavement in the alley should be replaced with the trench repair work due to its poor condition. Change Order No. 6 through No. 9 ($462,351.60) included various field work changes due to unforeseen field conditions. The additional field work included water main work, fire hydrants replacement, additional trench paving, pot holes, and other miscellaneous work. Change Order No. 10 and No. 11 included the site improvements and landscaping work at the Harmony Home site which were approved by the City Council on April 7, 2021 and June 2, 2021, respectively. The total cost of Change Order No. 10 and No. 11 was $597,000.00 and was paid by San Joaquin Continuum of Care Homeless Emergency Aid Program (HEAP) grant and California Department of Housing and Community Development Permanent Local Housing Allocation (PLHA) grant. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: Water main leak and service repairs will be reduced. No additional costs will be incurred for reading water meters as they are automatically read concurrent with the reading of the electric meters. FUNDING AVAILABLE: Funding for Water Meter Program Phase 8 was from Water Capital Fund (561). The work reflected in Change Orders No. 1 through No. 11 were funded by the respective funds as mention in the report. CR_O�JCD Charles E.
