Landscape Maintenance of Miscellaneous Areas and Lodi Consolidated
Landscape District No. 2003-1 in the amount of $69,415, authorizing
the City Manager to execute additional change orders in an amount not -to -exceed $80,000, and appropriate
$69,415.
BACKGROUND INFORMATION: This contract provides the continued maintenance of landscaped areas
in the public right-of-way, public buildings, parking lots, White Slough
Water Pollution Control Facility, various assessment zones and Rose
Gate Park. There are approximately 300 sites totaling approximately 55 acres in the area.
On June 16, 2021, Council authorized the City manager to award the contract to the lowest responsive
bidder (not -to -exceed $1,100,000) and to execute change orders (not -to -exceed $80,000). The two-year
contract was awarded to Odyssey Landscaping Company, Inc. in the amount of $864,457. Since the award
of the contract, there has been one change order executed for $11,389 bringing the contract total to
$875,846. Change Order No. 1 included planting and maintenance for additional areas that were not
included in the original scope of work.
The current contract includes service for the commercial areas once a month. Well maintained and
attractive landscaping is a reflection of the City's image to shoppers and visitors. Monthly maintenance
intervals represents the minimum level of service acceptable for these high traffic areas and at times not
enough to keep up with trash and pruning requirements. In order to address the deficiency and possibly
improve business development opportunities, staff recommends bi-monthly maintenance along the
commercial corridors (Exhibit A).
Servicing these areas includes visiting the sites to test irrigation, litter pickup and weed removal. The City
has requested that the commercial areas be serviced twice per month. These areas currently cost $5,340
per month. Doubling the frequency of service for these areas will cost an additional $69,145 for the
remaining 13 months of this contract (beginning June 1, 2022).

Change Order No. 2 exceeds the remainder of City Manager's change order authority of $68,611.
Increasing the Change Order authority by an additional $80,000 allows Change Order No. 2 to be processed
and allows additional change orders to be authorized by the City Manager for the remainder of the contract.
To address the additional scope of work, staff recommends authorizing Change Order No. 2 for the 2021-
2023 Landscape Maintenance of Miscellaneous Areas and Lodi Consolidated Landscape District No. 2003-1
contract in the amount of $69,415, authorize the City Manager to award additional change orders in the
amount not -to -exceed $80,000, and appropriate funds in the amount of $69,415.
FISCAL IMPACT: Well-maintained landscaping is necessary to maintain a positive image of the
community.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING CHANGE ORDER
NO. 2 FOR THE 2021-2023 LANDSCAPE MAINTENANCE OF MISCELLANEOUS
AREAS AND LODI CONSOLIDATED LANDSCAPE MAINTENANCE ASSESSMENT
DISTRICT 2003-1; AUTHORIZING THE CITY MANAGER TO EXECUTE FUTURE
CHANGE ORDERS; AND FURTHER APPROPRIATING FUNDS
WHEREAS, this contract provides the continued maintenance of landscaped areas in
the public right-of-way, public buildings, parking lots, White Slough Water Pollution Control
Facility, various assessment zones, and Rose Gate Park; and
WHEREAS, on June 16, 2021, Council authorized the City Manager to award the

the Streets — PW Tree Maintenance account (30156004.72499).
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize Change Order No. 2 for the 2021-2023 Landscape Maintenance of Miscellaneous
Areas and Lodi Consolidated Landscape Assessment District 2003-1 for $69,415; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute change orders up to an additional $80,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize
appropriating funds in the amount of $69,415 as set forth above; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize any
encumbered FY 22 budget for the above contract be rolled forward into FY 23; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
