SHIRTSLEEVE SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, May 24, 2022, commencing at 7:02 a.m.
Present: Council Member Khan, Council Member Kuehne, Mayor Pro Tempore Hothi, and
Mayor Chandler
Absent: Council Member Nakanishi
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Nashed
Business Development Manager Astrida Trupovnieks provided a brief introduction. GreatBlue
Research Consultant Michael Vigeant provided a PowerPoint presentation regarding the 2022
customer satisfaction survey. Specific topics of discussion included information about GreatBlue,
project overview, areas of investigation, research methodology snapshot - residential and
commercial; respondent snapshot - residential and commercial; key study findings - improve
efficiency of customer service, improve functionality and content of electric bills, improve website
design and content, Lodi's service and staff drive ratings, strengths and weakness of Lodi
Electric, comparing Lodi to the ideal utility, satisfied with office personnel, decreased rate of first
contact resolution, residents report contacting Lodi multiple times, increased satisfaction with field
personnel, customers expect low rates and reliability, expectations increasingly being met, public
ownership important to customers, positive relationship with Lodi, prefer looking for information
on the internet, frequency of communication "about right," seek improvements to electric bills, few
aware of low-income household programs, rates viewed as higher than surrounding utilities,
decreased ratings for website ease and information, few have applied for solar through Lodi,
many unaware of energy efficiency offerings, unsure of satisfaction with energy efficiency
rebates, rebates would motivate electric vehicle purchases, unsure of satisfaction with electric
vehicle rebates, satisfied with outage restoration time, and some satisfied with Lodi's vegetation
management; and considerations for improvement.
Councilmember Khan left the meeting at 7:35 a.m.
Councilmember Khan returned to the meeting at 7:38 a.m.
Council discussion ensued with Rates and Resources Manager Melissa Price, Deputy City
Manager Andrew Keys, and City Manager Steve Schwabauer regarding feedback from survey,
accessibility of previous bills and usage, solar and net metering.
