RECOMMENDED ACTION: Informational item on Street Light Assessment Survey results and receive
further direction.
BACKGROUND INFORMATION: In late 2021, City Council expressed a desire to survey property owners
on city streets with inadequate or no street lights. In February 2022, 584
property owners were identified and mailed postcards which encouraged
owners to complete an online survey. Each card included a QR code which directed survey takers to a secure
survey link. Only 42 property owners responded to the survey.
The questionnaire contained four questions. The questions were as follows:
1) Do you own or rent your home?
2) Are you interested in street lights in and around your neighborhood where they currently do not exist?
3) The first step for street lighting improvements is to put together a petition for special assessment and
collect signatures from property owners in the area involved. Are you willing to sign such a petition?
4) Street lights are usually paid for by a special assessment on your property and included on your
property tax bill. Are you willing to pay for street lights on your property tax bill?
The results of the survey were as follows:
1) Only 7.2 percent of property owners answered the survey (42 out of 584).
2) Over 93 percent said `No' to street lights where they do not currently exist.
3) 82 percent of respondents said they would be willing to sign a petition as a first step.
4) Only two percent of respondents said they might pay for street slights on the property tax bill but it
would depend on the cost.
Given the small number of respondents, staff seeks further direction from City Council. The alternatives may
include:
1) Accept the report and no further action required
2) Accept the report, survey a second time and report results to City Council

3) Accept the report, and bring matter back to City Council upon request by property owner(s)
FISCAL IMPACT: The cost of the survey was limited to staff time, and mailing postcard alerts
to property owners ($184.86).
FUNDING AVAILABLE: Funding is available in the FY 22 operating budget -
