Approving the Draft 2022-23 Annual Action Plan

RECOMMENDED ACTION: Set public hearing for May 4, 2022, to consider adopting a
resolution approving the draft 2022-23 Annual Action Plan.
BACKGROUND INFORMATION: The Community Development Block Grant (CDBG) program is
funded by the U.S. Department of Housing and Urban
Development (HUD). The program provides funding for
activities that benefit low-income persons, eliminate slum or blight, and/or serve an urgent need.
Eligible activities include property acquisition, public improvements, housing rehabilitation, economic
development, and public services.
The Annual Action Plan presents a detailed description of each activity proposed, funding, and goals
served for the period of July 1, 2022 to June 30, 2023. This will be the fourth program year of the
2019-23 Consolidated Plan cycle.
Funding Allocation
The City is estimating that it will receive approximately $635,000 in CDBG funds for the 2022-23
program year. The City Council has a policy of allocating 40 percent of the annual CDBG award (net
of administrative costs) to community-based organizations (CBOs) for non-public services, with the
remainder going to City projects. There is a 15 percent public service cap on the overall annual
allocation. Any unexpended program funds from prior year(s) will rollover into the new program year
and be allocated to capital projects.
The Draft 2022-23 Annual Action Plan will be available for public review and comment for 30 -days
beginning April 4, 2022, and will be brought to Council for approval on May 4, 2022. The Annual
Action Plan will need to be submitted to HUD no later than May 16, 2022, in order to receive funding
on July 1, 2022.

PUBLIC HEARING FOR APPROVAL OF THE DRAFT 2022-23 ANNUAL ACTION PLAN
NOTICE IS HEREBY GIVEN that a 30 -day public review and comment period for the draft 2022-23 Annual Action Plan
for the Community Development Block Grant (CDBG) program will commence on Monday, April 4, 2022 and will
continue until Wednesday May 4, 2022.
The CDBG program is funded by the U.S. Department of Housing and Urban Development (HUD) and provides funding
for activities that benefit low-income persons, eliminate slum or blight, and/or serve an urgent need. Eligible activities
include property acquisition, public improvements, housing rehabilitation, economic development, and public services. The
City estimates it will receive $635,000 in CDBG funds for the 2022-23 program year.
The City has developed an Annual Action Plan that describes how the City will utilize CDBG funds for eligible activities
during the 2022-23 program year. The plan can be amended as needed to reallocate funds to housing and community
development activities. The draft 2022-23 Annual Action Plan will be made available to the public for at least 30 days
before adoption by the City Council. The document will be released on April 4, 2022, for public review and comment and
will be made available electronically on the City's Community Development website:

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, May 4, 2022, at 7:00 p.m. or as soon
thereafter as the matter may be heard, in the Lodi City Council Chambers, 305 West Pine Street, Lodi, CA 95241, to consider
the approval of the draft 2022-23 Annual Action Plan, as well as to allow for public comment on these matters.

The purpose of this public hearing will be to present the draft 2022-23 Annual Action Plan to City Council for their approval,
as well as to give citizens an opportunity to make their comments known regarding community needs, goals, and potential

Public comment received via email, mail, or hand delivery will be provided to the City Council and included in
the official minutes of the meeting, but will not be read aloud at the meeting. All comments must be received no
later than three hours prior to the City Council Meeting so they can be shared with the City Clerk.
