BACKGROUND INFORMATION: The Community Development Block Grant (CDBG) program is funded by the U.S. Department of Housing and Urban Development (HUD). The program provides funding for activities that benefit low-income persons, eliminate slum or blight, and/or serve an urgent need. Eligible activities include property acquisition, public improvements, housing rehabilitation, economic development, and public services. The Annual Action Plan presents a detailed description of each activity proposed, funding, and goals served for the period of July 1, 2022 to June 30, 2023. This will be the fourth program year of the 2019-23 Consolidated Plan cycle. Funding Allocation The City is estimating that it will receive approximately $635,000 in CDBG funds for the 2022-23 program year. The City Council has a policy of allocating 40 percent of the annual CDBG award (net of administrative costs) to community-based organizations (CBOs) for non-public services, with the remainder going to City projects. There is a 15 percent public service cap on the overall annual allocation. Any unexpended program funds from prior year(s) will rollover into the new program year and be allocated to capital projects. The Draft 2022-23 Annual Action Plan will be available for public review and comment for 30 -days beginning April 4, 2022, and will be brought to Council for approval on May 4, 2022. The Annual Action Plan will need to be submitted to HUD no later than May 16, 2022, in order to receive funding on July 1, 2022. FISCAL IMPACT: Not applicable. FUNDING AVAILABLE: Not applicable.
