HomeMy WebLinkAboutAgenda Report - April 20, 2022 C-22CITY OF Z:I it 10 t 4 CALIFORNIA COUNCIL COMMUNICATION AGENDA ITEM Co22 AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive the Bid Process, Utilize the Houston - Galveston Area Council Contract HGAC FS 12-19, and Award a Purchase Order to Golden State Fire Apparatus Inc., of Sacramento, for the Purchase of a Pierce Enforcer 107' Tiller and Appropriate ($1,760,000) MEETING DATE: April 20, 2022 PREPARED BY: Fire Chief RECOMMENDED ACTION= Adopt resolution authorizing City Manager to waive the bid process, utilize the Houston -Galveston Area Council Contract HGAC FS 12-19, and award a purchase order to Golden State Fire Apparatus Inc., of Sacramento, for the purchase of a Pierce Enforcer 107' Tiller and appropriate ($1,760,000) BACKGROUND INFORMATION: The Lodi Fire Department (LFD) currently has two tiller trucks. One in front- line service and one reserve. The reserve truck, a 2001 American LaFrance 1 00'tiller has reached the end of its useful life as a ladder truck. At this time staff recommends keeping the reserve apparatus in its fleet to explore the potential of using it to replace a USAR trailer as well as the hazmat van. This would be a significant cost savings. If the reserve apparatus is unable to be reconfigured, it will be disposed of in accordance to City policy. In anticipation of a 7% price increase, LFD recommends making this purchase now to guarantee a lower purchase price. It is anticipated that this tiller truck will cost approximately $1.6 million if purchased prior to May 1, 2022. Staff recommends a 10% contingency while the specifications are being finalized. Current lead time on a tiller truck purchase is two years for delivery. With further price increases coming, staff recommends making this purchase immediately for the best value. Staff has spent considerable time comparing different purchasing options and pricing. HGAC is a public agency available nationwide that establishes competitively priced contracts for goods and services. All contracts available have been awarded by a public competitive bid process compliant with state statutes. Utilizing the HGAC contract provides the best pricing and is the contract that was utilized for our last engine purchase in 2021. If Council approves the proposed purchase, the new tiller truck will be placed into front-line service at Station 1, and the existing Truck 2051 (2007 American LaFrance 105' Tiller) will rotate into reserve service and be APPROVED: Steve SChwabauer Stephen Schwabauer, City Manager renamed Truck 2052 (replacing the 2001 American LaFrance 100' Tiller) to designate its reserve status and be housed at Station 2. Consistent with Lodi Municipal Code 3.20.070, staff recommends authorizing the City Manager to waive the bidding requirements and to use the Houston -Galveston Area Council Contract No. HGAC FS 12-19 to purchase a Pierce Enforcer 107' Tiller from Golden State Fire Apparatus Inc., of Sacramento and appropriate $1,760,000. FISCAL IMPACT: Appropriate from Fund 644 (Fire Vehicle Replacement). Contributions have been made over the past several years to the vehicle replacement fund in preparation for this purchase. After this proposed purchase is complete, the estimated fund balance at the end of fiscal year 2023 will be $397,000 and Fire Vehicle Replacement will be funded sufficiently for the outfitting of the tiller truck and future vehicle purchases. The next scheduled major vehicle replacement is a Battalion Chief vehicle in FY 2024 at an estimated cost of $90,000. HGAC FS 12-19; AWARDING A PURCHASE ORDER TO GOLDEN STATE FIRE APPARATUS, INC., OF SACRAMENTO, FOR THE PURCHASE OF A PIERCE ENFORCER 107 -FOOT TILLER; AND FURTHER APPROPRIATING FUNDS WHEREAS, the Lodi Fire Department (LFD) currently has two tiller trucks, with one in front-line service and one reserve; and WHEREAS, the reserve truck, a 2001 American LaFrance 100 -foot tiller has reached the end of its useful life as a ladder truck. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the bid process, utilize the Houston -Galveston Area Council Contract No. HGAC FS 12-19, and award a purchase order to Golden State Fire Apparatus, Inc., of Sacramento, California, for the purchase of a Pierce Enforcer 107 -foot tiller, in the amount of $1,760,000; and BE IT FURTHER RESOLVED that funds in the amount of $1,760,000 be appropriated as set forth above; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
