AGENDA TITLE: Adopt a Resolution Authorizing the City Manager to Execute a Professional Services
Agreement with Y & C Transportation Consultants, Inc., for Traffic Signal and Signal
Interconnect Design for Harney Lane and Stockton Street, Lodi Avenue and
Mills Avenue, and Century Boulevard and Ham Lane Intersections, and Lodi Avenue
Interconnect System; and Appropriate $106,000 for the Design Work

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
execute a professional services agreement with Y & C Transportation
Consultants, Inc., for the design of traffic signals and street lighting
systems for (1) Harney Lane and Stockton Street, (2) Century Boulevard
and Ham Lane, (3) Lodi Avenue and Mills Avenue, and (4) Signal Interconnect System on Lodi Avenue;
and appropriate $106,000 for the design work.
BACKGROUND INFORMATION: At the July 19, 2000, City Council meeting, City Council approved the
Signal Priority Study and directed staff to proceed with the traffic
signal design for two intersections. Staff is seeking grant funds from
the Congestion Mitigation and Air Quality (CMAQ) program for
those two signals, however, they will also be included in this fiscal year's budget.
In addition, staff has also requested and been authorized to use CMAQ funds for the design and
construction of a traffic signal at Lodi Avenue and Mills Avenue, and an interconnect system on
Lodi Avenue. The interconnect system project is intended to improve the traffic flow on Lodi Avenue by
coordinating the signalized intersections.
Since it is cost effective to design all projects at one time, staff recommends Y & C to do the design work
for all four projects. Y & C has prepared signal plans for other City projects and works well with City
staff. The most recent project was the Kettleman Lane and Crescent Avenue signal and street lighting
project.
Once the design work is completed, tentatively scheduled for May 2001, staff will request Council
approval of the plans and specifications and authorization for advertisement. It is anticipated
construction could be completed this summer. Staff recommends the authorizing the execution of a
professional services agreement with Y & C for this project, in the amount of $96,231, and appropriating
funding for this project. The appropriation includes ten percent for contingencies.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH Y & C TRANSPORTATION CONSULTANTS, INC.,
FOR TRAFFIC SIGNAL AND SIGNAL INTERCONNECT DESIGN FOR
HARNEY LANE AND STOCKTON STREET, LODI AVENUE AND MILLS
AVENUE, AND CENTURY BOULEVARD AND HAM LANE
INTERSECTIONS, AND LODI AVENUE INTERCONNECT SYSTEM;
AND FURTHER APPROPRIATE FUNDS FOR THE DESIGN WORK

WHEREAS, at the July 19, 2000 City Council meeting, the City Council approved the

WHEREAS, staff has also requested and has been authorized to use CMAQ funds for
the design and construction of a traffic signal at Lodi Avenue and Mills Avenue, and an
interconnect system on Lodi Avenue which will improve traffic flow on Lodi Avenue by
coordinating the signalized intersections; and
WHEREAS, since it is cost effective to design all projects at one time, staff recommends
Y & C perform the design work for all four projects, and therefore recommends that authorizing
the execution of a professional services agreement with Y & C for this project in the amount of
$96,231.00 and appropriating funds for this project that includes ten percent (10%) for
contingencies.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute a Professional Services Agreement with Y&C
Transportation Consultants, Inc., for Traffic Signal and Signal Interconnect Design for Hamey
Lane and Stockton Street, Lodi Avenue and Mills Avenue, and Century Boulevard and Ham
Lane Intersections, and Lodi Avenue Interconnect System; and
BE IT FURTHER RESOLVED, that funds in the amount of $106,000.00 be appropriated
for this project, which includes ten percent for contingencies.
