AGENDA TITLE: Adopt a Resolution Authorizing the City Manager to Execute a Professional
Engineering Services Contract with Mark Thomas & Company, Inc., and Appropriate
$319,540 for Design Work for Lower Sacramento Road Widening Project, Between
Harney Lane and Kettleman Lane

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
execute a professional engineering services contract with
Mark Thomas & Company, Inc., and appropriate $319,540 for design
work for the Lower Sacramento Road Widening Project, between
Harney Lane and Kettleman Lane.
BACKGROUND INFORMATION: The Lower Sacramento Road Special Purpose Plan, adopted by the
San Joaquin County Board of Supervisors in August 2000, identified
the need to widen this arterial road to four lanes, near term, and
ultimately six lanes. In November 2000, San Joaquin County
Public Works Director Manuel Lopez secured a reservation of State Transportation Improvement
Program (STIP) funds in the amount of $1,855,500 for widening this arterial to four lanes between
Harney Lane and Kettleman Lane.
Following discussions with City staff, Director Lopez requested the City of Lodi assume responsibility for
implementation of these roadway improvements by June 2002, and the County of San Joaquin would
assign the STIP funds ($1,855,500) to this project. Approximately $352,500 of local funding obligations
would be the City's responsibility. Due to the shortened delivery schedule of 18 months,
Mark Thomas & Company, Inc., (MTCo) was selected to lead the design team consisting of public
relations, design, traffic engineering, environmental, and survey specialists. This same team has
provided exemplary design services to the City on the northerly two miles of Lower Sacramento Road
and also prepared the Lower Sacramento Road Special Purpose Plan for San Joaquin County.
Widening of Lower Sacramento Road between Harney Lane and Kettleman Lane is a Streets Master
Plan project within the City's General Plan limits, and it is included in the Impact Mitigation Fee program
of projects. Implementation of the widening project is appropriately timed to serve the demands of
imminent development in the area bounded by Mills Avenue, Harney Lane, Century Boulevard and
Lower Sacramento Road. Presently, the extension of Century Boulevard is being designed. This project
will construct the Lower Sacramento Road frontage improvements at G -Basin Park.

The project limits are from Harney Lane to Kettleman Lane. The City is committed to design the
roadway between these limits, however, the construction limits are expected to be from Kristen Court
(approximately 800 feet north of Harney Lane) to Kettleman Lane. The improvements will consist of two
travel lanes northbound and southbound, a 16 -foot center median, drainage improvements and a traffic
signal at the Century Boulevard/Lower Sacramento Road intersection. Right of way acquisition will not
be required.
Design of the project will draw from many public workshops and years of work that culminated with the
adoption of the Special Purpose Plan. One additional public workshop is planned during the design
period and more will be scheduled as needed. Environmental studies are included in the design
services but are limited because the project is to be constructed within existing right of way.
The cost of professional services for the roadway design, traffic study, environmental studies, signal
design, and public relations is $319,540.
Staff recommends City Council authorize the City Manager to execute the agreement with MTCo for
professional engineering services and appropriate funding for this project.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE A PROFESSIONAL
ENGINEERING SERVICES CONTRACT WITH MARK THOMAS
& COMPANY, INC., FOR DESIGN WORK FOR THE LOWER
SACRAMENTO ROAD WIDENING PROJECT BETWEEN
HARNEY LANE AND KETTLEMAN LANE, AND FURTHER
APPROPRIATING FUNDS FOR THIS DESIGN WORK
WHEREAS, the project limits are from Harney Lane to Kettleman Lane, with the
construction limits expected to be from Kristen Court (approximately 800 feet north of Harney
Lane) to Kettleman Lane; and
WHEREAS, the project improvements will consist of two travel lanes northbound and
southbound, a 16 -foot center median, drainage improvements and a traffic signal at the
Century Boulevard/Lower Sacramento Road intersection; and
WHEREAS, the cost of professional services for the roadway design, traffic study,
environmental studies which are limited because the project is to be constructed within
existing right-of-way, signal design, and public relations is $319,540.00.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute a Professional Engineering Services Contract with
Mark Thomas & Company, Inc., for design work for Lower Sacramento Road Widening
Project between Harney Lane and Kettleman Lane; and
BE IT FURTHER RESOLVED that funds in the amount of $319,540.00 be
appropriated for this project as follows:
Street Fund — Impact Mitigation Fees Regional, Measure K
State Transportation Improvement Program
