No action is required. BACKGROUND INFORMATION: This information is being given to the City Council in accordance with the Contract Change Order Policy approved by Resolution 85-173. One of the requirements of this policy is that we inform the City Council of all change orders where the total change orders exceed $25,000. The attached contract change order, approved by the City Manager, was in the amount of $64,219.69, which is 8.8% of the contract. The change order includes the following items of work: 1. Remove additional retaining wall along beach sidewalk, diving area, and at east end of beach ($8,217.50) The contractor discovered old retaining walls in the project area that were not shown on the City's record drawings. The regrading in these areas required the removal of the old retaining walls. 2. Additional excavation and backfill for Keystone retaining wall ($47,736) During the design phase of this project, the City hired a soils engineer to design the footing under the new retaining wall. The actual field conditions differed from the soil borings that had been taken, and the contractor had to remove more unsuitable material to reach soil that was stable enough to support the retaining wall. This additional $47,736.19 pays A. M. Stephens Construction for the extra labor and equipment needed to remove and replace the unsuitable material. 3. Additional 1.764 cubic yards of import for the berm ($21,168) To save time and keep the Keystone subcontractor on schedule, A. M. Stephens Construction used soil from the berm area to backfill the excavation under the Keystone retaining wall. This item pays A. M. Stephens Construction for the replacement material needed to shape the berm area. 4. Adiust auardrail height on Keystone retaining wall ($4,498) This item will pay the contractor to increase the guard rail height from 36 inches to 42 inches to meet the requirements of the Americans with Disabilities Act. 5. Deduct for decrease in beach sand (-$17,400) The plans and specifications for this project estimated that 3,400 cubic yards of sand would be needed for the beach area. A. M. Stephens Construction began delivering and spreading the sand and discovered that 2,800 cubic yards were sufficient material to fill and shape the beach area. APPROVED: CCC01 4 - r, / / H.
