AGENDA TITLE: Adopt Resolution Amending Traffic Resolution No. 97-148, by Approving a Multi -
Way Stop Control at Guild Avenue and Turner Road

RECOMMENDED ACTION: Adopt resolution amending Traffic Resolution No. 97-148, by
approving a multi -way stop control at Guild Avenue and Turner
Road.
BACKGROUND INFORMATION: Turner Road is an east -west 40 mile per hour (MPH) posted
speed roadway with two travel lanes and a center turn lane which
terminates at Guild Avenue (Exhibit A). Guild Avenue is a north -
south 45 MPH posted speed roadway with two travel lanes that terminates at Turner Road. There are
several existing wineries located on the north side of the intersection with a shared driveway approach
along with recent improvements on the east side of Guild Avenue that include the new Lodi Unified
School District Corporation Yard and AM Stephens Construction. Both of which add additional vehicle
traffic.
Considering the additional vehicle movement generated from the winery and new construction, Guild
Avenue at Turner Road should be evaluated as an uncontrolled four -legged intersection. Additionally,
there have been several traffic accidents reported at the intersection caused by unsafe turning or
unable to see the roadway turn. Recent traffic count data demonstrates that the approach volumes on
Guild Avenue/Turner Road/driveways is near equilibrium (almost 45%/55% volume split). With the
high-speed roadway approaches and the near equilibrium traffic approach volumes, it is necessary to
assign right-of-way at the intersection with stop signs for safety purposes.
Staff recommends Council adopt a resolution amending Traffic Resolution No. 97-148, by approving a
multi -way stop control at Guild Avenue and Turner Road.

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend
Traffic Resolution No. 97-148 by approving a multi -way stop control at Guild Avenue and
Turner Road.
