RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for Stormwater Trash Collection Project — Phase 3 (2022)
and adopt resolution authorizing City Manager to award Contract
to the lowest responsive bidder, in an amount not to exceed $400,000 and execute change orders in an
amount not to exceed $40,000.
BACKGROUND INFORMATION: The City is permitted by the State Water Board to discharge
stormwater into the Mokelumne River under the statewide general
permit for small municipal storm sewer systems (referred to as
MS4s).
The State has mandated that all trash (items as small as a cigarette) be collected prior to discharging to
rivers or streams, and has specified a compliance deadline of December 2030. Trash that blows out of
overfilled garbage cans (or littered) gets washed into our storm drain system and discharged into the
river if it is not captured prior. Approximately one-third of the City's storm drainage system ends up
discharging into the Mokelumne River.
Staff anticipates a total of 9 phases in order to comply with the State's requirement with one phase
constructed so far. A second phase is planned for construction this spring. Staff is prioritizing locations
by high risk land uses (as required by the State), size of outfall, and size of drainage area. This phase
(Phase 3) is proposed to cover the fifty acres served by Outfall Drainage Areas 6 and 7. The remaining
cost of this program is estimated at $5 million, over the next 8 years and is included in the Wastewater
Enterprise Financial Plan.
The project will install a trash capture device upstream of the Outfall No. 7 discharge point, as shown
on Exhibit A. The device will be approximately 11 feet in diameter and 18 feet in depth, with only a
manhole opening visible at the surface. The specifications are on file in the Public Works Department.
The planned bid opening date is May 5, 2021. The project estimate is $388,000.
Staff recommends approving plans and specifications and authorizing advertisement for bids for
Stormwater Trash Collection Project — Phase 3 (2022) and adopt resolution authorizing City Manager to
award Contract to the lowest responsive bidder, in an amount not to exceed $400,000 and execute
change orders in an amount not to exceed $40,000.
FISCAL IMPACT: This project will slightly increase annual storm drainage maintenance costs
for the trash capture device. This project will not impact the General Fund.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO AWARD A CONTRACT TO THE LOWEST RESPONSIVE
BIDDER FOR STORMWATER TRASH COLLECTION PROJECT — PHASE 3
(2022) AND EXECUTE CHANGE ORDERS
WHEREAS, the City is permitted by the State Water Board to discharge stormwater into

systems (referred to as MS4s); and
WHEREAS, the State has mandated that all trash be collected prior to discharging to
rivers or streams, and has specified a compliance deadline of December 2030; and
WHEREAS, approximately one-third of the City's storm drainage system is discharged
into the Mokelumne River; and
WHEREAS, Phase 3 of the project will install a trash capture device upstream of the
Outfall No. 7 discharge point that will be approximately 11 feet in diameter and 18 feet in depth,

WHEREAS, staff recommends authorizing the City Manager to award a contract to the
lowest responsive bidder, in an amount not to exceed $400,000, and further authorizing change
orders in an amount not to exceed $40,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award a contract to the lowest responsive bidder for Stormwater
Trash Collection Project — Phase 3 (2022), in an amount not to exceed $400,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute change orders in an amount not to exceed $40,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
