AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive Bid Process and Purchase
Traffic Control Equipment, from Econolite Systems, Inc., of Anaheim ($75,050)

RECOMMENDED ACTION: Adopt resolution authorizing City Manager to waive bid process and
purchase traffic control equipment, from Econolite Systems, Inc., of
Anaheim, in the amount of $75,050.
BACKGROUND INFORMATION: The Public Works Department oversees the operation and maintenance
of over 50 traffic signals throughout the City. Each traffic signal requires
a traffic control cabinet, which houses all the components necessary to
safely operate a signalized traffic intersection. Periodically, traffic control cabinets require replacement due
to age or damage. Maintaining an adequate inventory is critical, as typical signal components and other
components like vehicle sensing devices have a minimum 16 -week lead time to be fabricated and delivered.
Recently, purchasing and maintaining an inventory of replacement equipment has become extremely
difficult. In order to maintain adequate inventory for addressing traffic signal component failures or damage
in a timely manner, staff is requesting the purchase of one fully equipped traffic cabinet, nine vision video
sensors and one vision communication manager.
Per Lodi Municipal Code Section 3.20.070, bidding shall be dispensed with when the commodity can be
obtained from only one vendor due to the need for branded replacement parts or supplies for equipment of
like brand. Econolite Systems, Inc. is the sole proprietor of the City standard traffic control cabinet and
associated equipment (Exhibit A).
Staff recommends authorizing City Manager to waive bid process and purchase of traffic control equipment,
from Econolite Systems, Inc., of Anaheim, in the amount of $75,050.
FISCAL IMPACT: If the traffic control equipment is not properly maintained, the intersection
may not operate appropriately. This purchase does not impact the General
Fund.
FUNDING AVAILABLE. Funds are budgeted for this project in Measure K Maintenance Capital
(30399000.77020) for Fiscal Year 2021/22.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BID PROCESS AND PURCHASE TRAFFIC
CONTROL EQUIPMENT FROM SOLE -SOURCE VENDOR
ECONOLITE SYSTEMS, INC., OF ANAHEIM
WHEREAS, the Public Works Department oversees the operation and maintenance of
over 50 traffic signals throughout the City; and
WHEREAS, maintaining the proper inventory of traffic control equipment is a critical
priority of the Streets Division; and
WHEREAS, video detection equipment installed in 2013 is now obsolete, requiring
replacement; and
WHEREAS, per Lodi Municipal Code §3.20.070, the bidding process may be dispensed
when the commodity can be obtained from only one vendor, due to the need for branded
replacement parts or supplies for equipment of like brand; and
WHEREAS, staff recommends authorizing the purchase of traffic control equipment,
from sole -source vendor Econolite Systems, Inc., of Anaheim, in the amount of $75,050.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to waive the bid process and purchase three traffic control cabinets
with controllers, from sole -source vendor Econolite Systems, Inc., of Anaheim, California, in the
amount of $75,050; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
