CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Adopt a Resolution Awarding the Contract for Eastside Lighting Project, Phase 3, to
Clayborn Contracting Group ($199,860); and Appropriate $220,000 for the Project
MEETING DATE: February 7, 2001

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the
above project to Clayborn Contracting Group, of Auburn, in the amount of
$199,855.00 and appropriate funds in accordance with the
recommendation shown below.
BACKGROUND INFORMATION: This project will install 30 steel street light standards with 100 watt
luminaires and 19 concrete street light standards with 70 watt
Holophane fixtures. The concrete standards are generally being
used on streets with a parking strip and street trees. Streets
included in this project are: Cherry Street (between Central Avenue and Garfield Street and between
Stockton Street and Washington Street), Harold Street (between Central Avenue and Garfield Street),
Eden Street (between Washington Street and Garfield Street), Flora Street (between Washington Street
and Central Avenue), Redwood Street (between Stockton Street and Washington Street), and
Maple Street (from Stockton Street to 250 feet east of Garfield Street).
Plans and specifications for this project were approved on November 1, 2000. The apparent low bidder
was Northern California Electric, but staff is recommending that Council reject their bid as being
non-responsive. The specifications for this project required that the contractor submit a "Receipt of
Addendum" form with the bid proposal. Northern California Electric did not include this form with their
proposal. The City received the following six bids for this project:

Community Development Block Grant (CDBG) funds will be appropriated to pay for $139,600 of this
project and staff is requesting that $80,400 of the Electric Utility Street Light Completion Fund be
appropriated to pay for the balance of the work.

A RESOLUTION OF THE LODI CITY COUNCIL
REJECTING NON-RESPONSIVE BID AND AWARDING
THE CONTRACT FOR EASTSIDE LIGHTING
PROJECT, PHASE 3
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on January 10,
2001 at 11:00 a.m. for the Contract for Eastside Lighting Project, Phase 3, described in
the specifications therefore approved by the City Council on November 1, 2000; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

Note: Northern California Electric of Manteca is considered a Non -Responsive Bid
due to the fact that they failed to submit a "Receipt of Addendum" form.
WHEREAS, the staff recommends rejection of the Non -Responsive Bid from
Northern California Electric, and further recommends award of the Contract for Eastside
Lighting Project, Phase 3, be made to the lowest responsible bidder, Clayborn Contracting
Group, of Auburn, CA.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby rejects
the Non -Responsive Bid from Northern California Electric, and hereby awards the
Contract for the Eastside Lighting Project, Phase 3, to, Clayborn Contracting Group, of
Auburn CA, the lowest responsible bidder, in the amount of $199,855.00; and
BE IT FURTHER RESOLVED, that funds in the amount of $220,000.00 be
appropriated from the following funds for this project:
1995/96 CDBG Fund
1996/97 CDBG Fund
1997/98 CDBG Fund
Electric Utility Street Light Completion Fund
