A RESOLUTION OF THE LODI CITY COUNCIL WAIVING THE BID PROCESS;
AUTHORIZING INCLUSION OF SUBSTATION RELAY MODERNIZATION
PROJECT INTO THE FISCAL YEAR 2021/22 CAPITAL IMPROVEMENT
PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH SCHWEITZER ENGINEERING LABORATORIES, INC., OF
VACAVILLE; AND FURTHER APPROPRIATING FUNDS

WHEREAS, Pacific Gas and Electric (PG&E) notified Lodi Electric Utility (LEU) of the
incoming power supply deficiencies at Industrial Substation that cause difficulties with
coordination and protection; and
WHEREAS, these deficiencies are due to the end -of -life protection relays for the incoming
60kV sub -transmission lines; and
WHEREAS, mis-coordination caused by such deficiencies due to the end -of -life relays at
Industrial Substation allow for decreased system reliability and slower clearing times of faults on
the 60kV incoming power supplies; and
WHEREAS, upgrading the incoming 60kV relays will improve protection -coordination
between PG&E and LEU, asset monitoring and asset protection for the incoming 60kV power
supply and equipment at Industrial Substation; and
WHEREAS, upgrading the 60kV relays will also continue LEU efforts to standardize
substation protection relays and equipment for efficient warehouse equipment stocking, field
worker training and equipment familiarity; and
WHEREAS, Schweitzer Engineering Laboratories, Inc. (SEL) provides full substation
upgrade services required for Industrial Substation, including the best combination of expertise
and qualifications to install and setup SEL devices, as well as providing a means of third -party
Factory Acceptance Testing to perform detailed auditing of all installation and wiring work prior to
full commissioning; and
WHEREAS, utilizing SEL will provide for the standardization of equipment and substation
commissioning throughout the existing LEU substations and as such LEU is requesting Council
to waive the bid process in accordance with Lodi Municipal Code, Section 3.20.070 and authorize
the City Manager to execute an Agreement with SEL to complete the work as described herein;
and
WHEREAS, staff is recommending inclusion of the proposed project in the FY 2021/22
Capital Improvement Program and appropriation of funds in the amount of $1,024,073 to Account
No. 50199000.77020.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive the
bid process and authorizes the City Manager to execute an Agreement with Schweitzer
Engineering Laboratories, Inc., of Vacaville, California, in the amount of $1,024,073 through
June 30, 2023; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
inclusion of the Substation Relay Modernization Project into the FY 2021/22 Capital Improvement
Program; and
BE IT FURTHER RESOLVED that funds in the amount of $1,024,073 be appropriated as
set forth above; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
