HomeMy WebLinkAboutResolutions - No. 2022-92RESOLUTION NO. 2022-92 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO WAIVE THE BID PROCESS AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH GARLAND/DBS, INC., OF CLEVELAND, OHIO, FOR WHITE SLOUGH WATER POLLUTION CONTROL FACILITY DIGESTER NO. 4 ROOF REHABILITATION PROJECT UTILIZING U.S. COMMUNITIES CONTRACT NO. PW1925 WHEREAS, the four digester tanks at White Slough Water Pollution Control Facility utilize a natural process of anaerobic digestion, creating a corrosive atmosphere, breaking down the foam -based roofing material used to insulate the digester; and WHEREAS, Garland/DBS, Inc., was the successful bidder for U.S. Communities Contract No. PW1925 for competitively -bid roofing services; and WHEREAS, per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by the City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that its award was in compliance with their formally adopted bidding or negotiation procedures; and WHEREAS, staff recommends authorizing the City Manager to waive the bid process and execute a Professional Services Agreement with Garland/DBS, Inc., of Cleveland, Ohio, for White Slough Water Pollution Control Facility Digester No. 4 Roof Rehabilitation Project utilizing U.S. Communities Contract No. PW1925, in the amount of $64,738. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the bid process and execute a Professional Services Agreement with Garland/DBS, Inc., of Cleveland, Ohio, for White Slough Water Pollution Control Facility Digester No. 4 Roof Rehabilitation Project, in the amount of $64,738, utilizing U.S. Communities Contract No. PW1925; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
