A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE CONTRACT
FOR THE LODI GUN RANGE VENTILATION IMPROVEMENT PROJECT TO
DIEDE CONSTRUCTION, INC., OF WOODBRIDGE; AUTHORIZING THE
CITY MANAGER TO EXECUTE CONTRACT EXTENSIONS AND CHANGE
ORDERS; APPROPRIATING FUNDS; AND ACCEPTING A DONATION FROM
THE LODI POLICE FOUNDATION
WHEREAS, the existing gun range, located in the basement of the City Hall Annex
Building at 213 West Elm Street, has been utilized by the Lodi Police Department to practice
firearm and target shooting; and
WHEREAS, recent inspection of the facility indicated the existing ventilation system is
not up to current Occupational Safety and Health Administration (OSHA) standards; and
WHEREAS, the City hired GDMD Engineering, Inc., of Lodi, to provide project design
services for upgrading the existing Heating, Ventilation, and Air Conditioning (HVAC) system to
OSHA compliance; and
WHEREAS, the project includes removal of the existing HVAC system, installation of the
new HVAC system with filters, modification of HVAC duct work, and other miscellaneous and
related items as shown on the plans and specifications for the project; and
WHEREAS, plans and specifications for the project were approved on November 17,
2021, and the City received the following two bids for this project on February 23, 2022:

WHEREAS, staff recommends awarding the contract for the Lodi Gun Range Ventilation
Improvement Project to Diede Construction, Inc., of Woodbridge, in the amount of $397,700; and
WHEREAS, staff also recommends authorizing the City Manager to execute contract
extensions and change orders in an amount not to exceed $60,000; and
WHEREAS, staff also recommends appropriating funds in the amount of $200,000 from
General Fund Capital; and
WHEREAS, staff also recommends accepting the $200,000 donation from the Lodi Police
Foundation.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby award
the contract for the Lodi Gun Range Ventilation Improvement Project to Diede Construction, Inc.,
of Woodbridge, California, in the amount of $397,700; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute the contract and any contract extensions and change orders in an
amount not to exceed $60,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby appropriate funds in
the amount of $200,000 from General Fund Capital; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby accept the
$200,000 donation from the Lodi Police Foundation; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation or
term, and to make clerical corrections as necessary.
