A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE AMENDMENT NO. 2 TO THE SERVICE
AGREEMENT WITH TYLER TECHNOLOGIES, INC., OF YARMOUTH, MAINE;
AND FURTHER APPROPRIATING FUNDS

WHEREAS, on August 7, 2019, Council approved the City's move to a software as a
service (SaaS) relationship with Tyler Technologies, Inc., and authorized the City Manager to
execute a three-year agreement that included automatic annual renewals and one year of PACE
training for City employees, with additional years quoted at $11,775 annually; and
WHEREAS, on December 1, 2021, Council authorized the City Manager to execute
Amendment No. 1 to the Service Agreement, adding additional funds to the existing agreement
to ratify expenditures to date for PACE training and provide funds for 2022 in the amount of
$24,757, for a total agreement amount of $724,341; and
WHEREAS, currently, the Police Department has complex time entry needs due to various
shifts and regular cross supervision of staff necessary to execute department operations. The
current software the City uses, Employee Self Service (ESS), does not have all the functionalities
that are needed for the Police Department to efficiently schedule shifts, track hours worked, and
meet the needs to be in compliance with payroll requirements; and
WHEREAS, Tyler Technologies, Inc., offers a licensed third -party advanced scheduling
software that will combine all the needs of the Police Department into one; and
WHEREAS, the functionality offered by Executime will also be used by other departments
to meet payroll needs, replacing ESS. Amendment No. 2 would also add additional funds to the
existing agreement in the amount of $116,502, for a total agreement amount of $840,843.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute Amendment No. 2 to the Service Agreement with Tyler Technologies,
Inc., of Yarmouth, Maine, in the amount of $116,502 for added services; and
BET IT FURTHER RESOLVED that funds in the amount of $116,502 be appropriated to
account 10020400.72499; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation or
term, and to make clerical corrections as necessary.
