A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BIDDING PROCESS, APPROVING THE
PURCHASE AND STANDARDIZATION OF LYONS V -FORCE TURNOUTS FROM
ALLSTAR FIRE EQUIPMENT, INC., OF HAYWARD; AND FURTHER
TRANSFERRING AND APPROPRIATING FUNDS
WHEREAS, turnouts are required personal protective equipment (PPE), must be worn on
fire -related calls, and are required to be replaced and maintained to NFPA Standards; and
WHEREAS, the Lodi Fire Department has a replacement plan for turnouts; and
WHEREAS, the Lodi Fire Department's Safety Team has researched and tested several
different turnout designs and brands and has determined that the Lyons V -Force turnouts are the
most durable, lightweight, and cost-efficient turnouts; and
WHEREAS, Lyons V -Force turnouts are sold by licensed distributors. AIIStar Fire
Equipment, Inc., is the only licensed distributor within the State of California; and
WHEREAS, due to the importance that turnouts are good quality, cost efficient, and
consistent in design, the Lodi Fire Department recommends standardizing to the Lyons V -Force
turnouts and purchasing them from AIIStar Fire Equipment, Inc.; and
WHEREAS, ten sets of turnouts have been budgeted for Fiscal Year 2022 in the
Emergency Operations fund (Fund 100) and staff recommends awarding the purchase to AIIStar
Fire Equipment, Inc.; and
WHEREAS, to ensure payment for the turnouts from the current fiscal year funding, staff
recommends transferring the turnout budget in the amount of $33,000 from Emergency
Operations (Fund 10041000.76220) into the equipment replacement fund (Fund
64102000.50001) and appropriate to 64102000.77030 so the encumbered funds can roll into the
following fiscal year if the turnouts are not received until after June 30, 2022.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to waive the bidding process and further approves the purchase and
standardization of Lyons V -Force turnouts from AIIStar Fire Equipment, Inc., of Hayward,
California, in the amount of $33,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve the transfer
and appropriation of funds as set forth above; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
