SHIRTSLEEVE SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, March 15, 2022, commencing at 7:03 a.m.
Present: Council Member Khan, Council Member Kuehne, Council Member Nakanishi, Mayor
Pro Tempore Hothi, and Mayor Chandler
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and Assistant City Clerk Farris
Public Works Director Charlie Swimley provided a brief introduction regarding Waste
Management's performance review and Senate Bill 1383.
Mayor Chandler stated that the City and Waste Management have a mutual obligation to clearly
communicate the upcoming changes to the public.
Waste Management Public Sector Manager Vanessa Barberis provided a PowerPoint
presentation regarding Waste Management's performance review. Specific topics of discussion
included Lodi customers' rating of Waste Management and community partnership.
Public Works Management Analyst Rebecca Areida-Yadav provided a brief update on the City's
progress toward implementation of SB 1383 mandates, including the Notice of Intent to Comply
filing with the State, the ordinance to be adopted at the March 16, 2022 Council meeting, and the
cooperative effort with Waste Management on education and outreach to solid waste customers.
Ms. Barberis provided a PowerPoint presentation regarding SB 1383. Specific topics of
discussion included Notice of Intent to Comply to SB 1383, ordinance, education and outreach,
Waste Management plans for support, container requirement, education plan, and route auditing
and contamination monitoring compliance.
In response to Council Member Nakanishi, Ms. Barberis stated that yard waste and food would
be placed in the organics can; she confirmed that plastic bags are not allowed but paper bags are
acceptable.
In further response, Mr. Swimley stated that messy kitchen waste can still be dumped in the
garbage. He stated that there will be a period of transition before enforcement and that because
the City has tools in place, it will be in compliance. He added that the planned outreach will
provide information for the public to figure out the best way to handle sorting within their homes.
Council Member Nakanishi stated the program seems very confusing for the public and
commended Waste Management on its high approval rating.
In response to Council Member Kuehne, Ms. Barberis stated she will provide information on the

national average approval rating.
In response to Council Member Khan's question regarding dumpsters at apartment complexes,
Ms. Areida-Yadav stated that the ordinance provides for exceptions if space does not allow for a
separate organics container.
In response to Mayor Chandler, Ms. Barberis stated the State has mandated that the lid or full
body of the waste receptacle must be the standard color of blue for recycling, grey for waste, and
green for organics. In further response, she acknowledged these are not the current colors used
in Lodi but the planned education effort will include color graphics and the new containers will be
labelled.
None.
No action was taken by the City Council. The meeting was adjourned at 7:34 a.m.

With recycling market restrictions and declines in processing capacity over the past three years, Central Valley Waste has remained a consistent and reliable processing facility
