AGENDA TITLE: Set a Public Hearing for March 2, 2022 to Consider Adopting a Resolution
Amending the Requirements and Procedures for Review of Growth Allocation
Applications

RECOMMENDED ACTION: Set public hearing for March 2, 2022, to consider adopting a
resolution amending the requirements and procedures for review of
growth allocation applications.
BACKGROUND INFORMATION: Provisions of the Growth Management Program, as established
under Resolutions No. 91-170 and No. 91-171 related to the
application, scheduling and review of applications, are proposed to
be amended and updated.
The City Council established the Growth Management Program with adoption of Ordinance No. 1521 and
established review procedures with adoption of Resolution No. 91-171 (Guidelines, Content and Time
Frames).
In January 2021 the City Council made the following changes to the Growth Allocation (GA) process:
• Consolidated practices and procedures for the Growth Allocation process in a single, updated
resolution ( Resolution No. 2021-21) that incorporates all Growth Allocation provisions.
• Amended the GA process to allow applications to be accepted and processed at any time of year.
• Allow the Planning Commission to review Growth Allocation requests and associated Tentative
Maps concurrently. Final approval of the Growth Allocation request is considered by the City
Council.
• Aligned application requirements for Tentative Maps and Growth Allocations and required a
detailed Development Plan to ensure the quality of development in the proposed project.
• Provided that Development Plans would be reviewed by the SPARC prior to Planning Commission
review of a request for Growth Allocations.
• Provided improved procedures for carrying over unused allocations. Specifically, unassigned
Growth Allocations for any given year will carry over for two additional years and will then
automatically expire (a total lifetime of three years).
At this time, additional adjustments to the GA process are proposed. A new Resolution will be prepared by
staff to make the following changes:
Revising the requirement for a detailed Development Plan to a more general set of "Design
Features" more appropriate at the very early stage in the development process which the tentative

map represents, to be reviewed by the City Council. Council will approve a Growth Allocation and
Design Features for proposed residential projects.
Provide for Planning Commission review and approval of tentative subdivision maps and their
related Design Features document, following Council approval of Growth Allocations and Design
Features.
41 Require review of proposed single family home designs by the Site Plan and Architectural Review
Committee after approval of the tentative map and Design Features by the Planning Commission.
