MEETING DATE: March 7, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize issuance of a Request for Qualifications (RFQ) for the Space Needs/Use and Schematic Design for the Existing Public Safety Building and to Authorize the City Manager to Negotiate a Schematic (Concept) Design Contract for the Proposed Civic Center Parking Structure with Watry Design Group of San Mateo. BACKGROUND INFORMATION: At its September 2, 1998 meeting, Council authorized a Master Plan Design Contract for Police/Public Safety Space Needs with George Miers & Associates of Moraga. A final Plan was selected which includes the new Police Building, the renovation of the existing Public Safety Building for Fire Station #1 and other City departmental office use, and a Civic Center Parking Structure adjacent to the existing Public Safety Building along Church and Elm Streets. The architect will determine space available in the existing Public Safety Building and which department is best suited for that space. Council has approved completion of the final design for the new Police Building. Several public information and shirtsleeve meetings have been held to discuss the Plan over the past two years. Watry Design Group has done some preliminary work through the Community Development Department on the Downtown Parking Structure so their familiarly with Lodi's Civic Center Master Plan is helpful. Work is needed at this time so that a more accurate cost estimate can be determined for the Civic Center Parking Structure. By authorizing staff to proceed with an RFQ, and the City Manager to negotiate the Parking Structure Schematic Design, the Civic Center/Public Safety Master Plan will save months on the overall schedule. The parking structure concept design will also evaluate feasibility of building the structure prior to the renovating of the old Public Safety Building.
