SHIRTSLEEVE SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, March 1, 2022, commencing at 7:01 a.m.
Present: Council Member Khan, Council Member Kuehne, Council Member Nakanishi, Mayor
Pro Tempore Hothi, and Mayor Chandler
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and Assistant City Clerk Farris
Captain Eric Versteeg provided a PowerPoint presentation regarding the proposed animal shelter
and preliminary plans for community outreach. Specific topics of discussion included the current
shelter; community outreach and feedback regarding location; professional review; and potential
site locations - current location, 22 East Locust Street, Century Avenue/Stockton Street,
500 South Guild Avenue, and 1041 Auto Center Drive.
Council Member Nakanishi stated that he supports the project and he would defer to the
preference of the Police Department on the location.
In response to Mayor Chandler, City Manager Schwabauer explained that the funding mechanism
for the project would be through a refinancing opportunity of General Fund debt left from various
other projects; with the current lower interest rate, the estimated $15 million for this project could
be included with the yearly debt service remaining the same.
In response to Council Member Kuehne, the cost of adding Police Department storage is included
in the estimate.
In response to Council Member Nakanishi, Deputy City Manager Andrew Keys explained that the
yearly debt service would be approximately $1.6 million, which would include refinancing the old
debt and adding new funds for the project. The debt service would remain at that level for 10
years and then drop. He further stated that with interest rates fluctuating right now, debt service
could possibly between $20,000 and $30,000 per year higher for the first 10 years but then would
drop substantially.
In response to Mayor Chandler, Captain Versteeg stated the architect is LD Partners.
Electric Utility Director Jeff Berkheimer provided a brief introduction regarding the removal and
replanting of trees at Lakewood school.
Electric Utility Superintendent Tim Combs provided a PowerPoint presentation regarding the

removal of redwood trees at Lakewood School. Specific topics of discussion included site map,
current tree condition, history, proposed removal plan, Tree Lodi support, Lodi Unified School
District support, tree replacement, and proposed schedule.
Council Member Kuehne requested that there be public outreach before the removal and that the
property owners have input on the type of replacement trees.
Mayor Chandler concurred, stating that he agrees with the tree removal but there must be public
outreach first.
Council Member Nakanishi stated that the trees are a liability so he supports removal.
Mr. Berkheimer stated that Tree Lodi can contact the 12 to 15 home owners and show them
photos of replacement options.
In response to Mayor Chandler, Mr. Combs stated the cost has been included in the annual
budget. Mr. Berkheimer further noted that while the removal will be expensive, the cost will be
paid up front and there will be no further bills for trimming and repairs.
None.
No action was taken by the City Council. The meeting was adjourned at 7:34 a.m.

History
These trees have caused Outages every winter
during storm season over the past several years.
Below is a list of some of the causes of these
outages.
•Breaking limbs falling onto the power lines.
•Tree tops breaking off and falling onto the power
lines.
•Broken tree top also caused damage to a school
pump.
•Conductor hitting tree trunks during high winds.

Proposed Removal Plan
•West Coast Arborist to remove approximately 33
Redwood Trees located at Lakewood Elementary
School:
•This Work will consist of the following:
–Remove all 33 Trees utilizing a crane, Bucket Truck and
Climbing techniques.
•Haul all large wood away in transfer trucks
•Chip and haul all brush
•Grind all stumps

Subject: Lakewood School Tree Removals
Recently Tree Lodi was invited to be part of the fact gathering regarding the existing Redwood
and Cedar trees located along the north and east fence lines of the Lakewood School campus
property bordered by Turner Road and Ham Lane in Lodi.
Additionally, we evaluated existing Redwood trees located on the south side of the school
between Turner Road and the school main building.
The purpose of our involvement was to provide comments on the following:
Current condition of the existing Redwood and Cedar trees
The potential long-term effect of pruning to lessen/eliminate possible future electrical outages
Possibility of saving/keeping some or all of the trees vs removal based on matters of concern
If the existing trees were to be removed what trees would be recommended for replacement
Conclusion
Considering the industry standard of Right tree in the Right Place, unfortunately this grove of
existing Redwoods and Cedars do not meet this standard. With safety in mind, many other tree
species would better serve this situation.
Redwood and Cedar trees can grow to a mature height of 80 feet with a 50 feet spread. It is
strongly recommended that this specie not be planted with 20 feet of a high voltage power line.
