HomeMy WebLinkAboutMinutes - February 8, 2022 SSLODI CITY COUNCIL SHIRTSLEEVE SESSION CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, FEBRUARY 8, 2022 An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, February 8, 2022, commencing at 7:03 a.m. Present: Council Member Khan, Council Member Kuehne, Council Member Nakanishi, and Mayor Chandler Absent: Mayor Pro Tempore Hothi Also Present: City Manager Schwabauer, City Attorney Magdich, and Assistant City Clerk Farris Deputy Parks, Recreation and Cultural Services Director Laura Johnston provided a PowerPoint presentation regarding proposed master fees and charges. Specific topics of discussion included cost recovery pyramid methodology, cost recovery model, comprehensive list of fees and charges, and fees and charges document. In response to City Manager Schwabauer, Ms. Johnston provided a more thorough explanation of the cost recovery pyramid. In response to a question by Council Member Nakanishi, City Manager Schwabauer confirmed that the City aims for 40% cost recovery and other communities generally aim for 30% to 40%. Council Member Nakanishi stated he approves of the changes. Mayor Chandler stated that he also approves and that small, incremental changes are better than waiting several years to make a large adjustment in fees. Council Member Kuehne concurred. None. No action was taken by the City Council. Farris Assistant City Clerk 1 Department Master Fees & Charges Parks, Recreation and Cultural Services Council Shirtsleeve February 8, 2022 Master Fees & Charges Today’s Agenda 1)Department Cost Recovery Model –Exhibit A 2)Comprehensive “Master Fees and Charges” document – Exhibit B 3)With Council support, move to establish PRCS Master Fees & Charges Document for adoption at a future Council meeting. The Pyramid Methodology Cost Recovery Model •City Council approved the Pyramid Methodology cost recovery model at its September 4, 2019 meeting •A list of programs were created and assigned a Category of Service Based on the Model Cost Recovery Model •City Council gave department direction to reach 40% cost recovery •Department is currently at approximately 34%-36% cost recovery •PRCS is primarily supported by the General Fund Comprehensive List of Fees & Charges •PRCS provides a multitude of facility space for rental •Programs in areas of aquatics, sports, arts and enrichment, afterschool programs, live performances and special events •Staff compiled a comprehensive list includes current Council-approved fees and current fees not previously approved by Council Comprehensive List of Fees & Charges •Each fee was assigned a Category of Service based on the pyramid model •In order for the department to meet the 40% cost recovery goal, staff propose raising fees 1%-5% based on the fees’ category of service cost recovery Comprehensive List of Fees & Charges •Staff eliminated duplicate fees and consolidated fees for efficiency •New fees have been identified •Staff are reviewing its current programs and fees; researching best practices and comparing to comparable cities •Staff have discovered some discrepancies and are working toward a complete list for future Council approval “Fees and Charges” Document Bring PRCS fees and charges under one, multi-page document Organized by categories of service Assists staff in analyzing and managing fees as part of budget submission process Annually reviewed and updated “Fees and Charges” Document Summary PRCS seeks to achieve organizational sustainability through a best-practice, cost recovery pricing philosophy, policy and framework that ultimately supports the following: A Council-mandated fiscal policy of 40% recovery of operational costs only; and, An annually-updated and approved fees and charges schedule to be used by staff to appropriately price and collect revenue for service and program offerings.
