RECOMMENDED ACTION Provide direction to staff regarding Council request to have staff run
town hall meetings on a monthly basis for individual districts.
BACKGROUND INFORMATION. Council Member Khan requested that staff host monthly town hall
meetings for District 4 at Carnegie Forum. Council Member Khan
would like staff to prepare staff reports and options for agenda items
specific to his district.
The Lodi Municipal Code and past practice require Council approval prior to dedication of significant staff
resources to any single Council Member's request. As such, staff is seeking direction on whether to
accommodate the request. Staff does express concern about accommodating the request, as it could
result in five additional meetings each month, along with staff reports, if Councilmembers in the future
made requests for town hall meetings specific to all five districts separately.
The amount of staff time necessary to accommodate even one district specific meeting, let alone an
additional five meetings per month would necessitate additional staff in the Clerk's office and in the
involved departments or a modification of the City wide Council meeting/shirtsleeve frequency to lessen
the workload. Staff can of course accommodate the request, but would request Council authorize
additional staff to accomplish the increased work load.
Staff therefore requests direction on whether the additional district specific town hall meetings are a
Council priority necessitating further analysis on additional and ongoing resources that may be required
out of Mid -Year FY 2021-22 adjustments or the FY 2022-23 budget.
