AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive the Bidding Process,
Approve the Purchase and Standardization of Lyons V-Force Turnouts from
AIIStar Fire Equipment Inc., Transfer and Appropriate Funds ($33,000)
MEETING DATE: January 19, 2022
PREPARED BY: Fire Chief
RECOMMENDED ACTION: Adopt resolution authorizing City Manager to waive the bidding
process, approve the purchase and standardization of Lyons V -
Force turnouts from AIIStar Fire Equipment Inc. and transfer and
appropriate funds ($33,000)
BACKGROUND INFORMATION: Turnouts, which are required personal protective equipment
(PPE), and must be worn on fire related calls are required to be
replaced and maintained to NFPA Standards.
Currently, the Lodi Fire Department, has a replacement plan for turnouts. Each member has two sets of
turnouts. The five year old set is their reserve set and the new set is their frontline set. Once the
reserve set has expired at the ten year mark it is no longer up to the NFPA Standard and can no longer
be used. The new set is then purchased for that employee and their frontline set is rotated to their
reserve set. Having a reserve set available allows them to be fully protected while their frontline set is
being cleaned.
The Lodi Fire Department's Safety Team have researched and tested several different turnout designs
and brands and have determined that the Lyons V -Force turnouts are the most durable, lightweight,
and cost efficient turnouts. With heat injury and illness being a major consideration in turnout material
and type, the V -force offer superior protection from both. The fabric chosen within this spec have the
lowest total weight to increase work time and decrease heat exhaustion all while meeting the TPP
(thermal protective performance) standards set forth by the NFPA. Lyons V -Force turnouts are sold by
licensed distributors. AIIStar Fire Equipment Inc. is the only licensed distributor within the state.
Turnouts must be custom fit and AIIStar Fire Equipment is able to accommodate these fittings in a
timely fashion. Due to the importance that turnouts are good quality, cost efficient and, consistent in
design the Lodi Fire Department recommends standardizing to the Lyons V -Force turnouts and
purchasing them from AIIStar Fire Equipment Inc.
Ten sets of turnouts have been budgeted for fiscal year 2022 in the Emergency Operations fund (Fund
100) and staff recommends awarding the purchase to AIIStar Fire Equipment Inc. To ensure payment
for the turnouts from the current fiscal year funding, staff recommends transferring the turnout budget in
the amount of $33,000 from Emergency Operations into the equipment replacement fund (Fund 641) so
the encumbered funds can roll into the following fiscal year if the turnouts are not received until after
June 30, 2022.
APPROVED: Steve Schwabauer
Steve Schwabauer, City Manager
