RECOMMENDED ACTION: Receive presentation on the 2022 Point in Time Count,
BACKGROUND INFORMATION The Point in Time (PIT) Count is the main data source for
measuring progress on the goals of the United States
Department of Housing and Urban Development (HUD) and
the federal strategic plan to prevent and end homelessness.
Data about the prevalence of homelessness in each community can help galvanize local
responses to accelerating progress on ending homelessness. The PIT count provides an
opportunity for Continuums of Care (CoC) organizations to amplify the information they gather
with more in-depth surveys. It helps:
• Understand the problems & barriers facing people who live on the streets.
• Identify areas where services and support are most needed.
• Bring future financial support and resources into San Joaquin
• County.
• It is led by HUD sponsored CoC's across the United States during last 10 days of
January. Over 400 CoC's in the United States participate.
The San Joaquin County (SJC) PIT Count will take place January 25, 2022 to January 31, 2022.
Several coordinating committees have been established to ensure continuity amongst the cities
within SJC. Volunteer recruitment is a crucial aspect to the success for the PIT Count. The
target for recruitment across the county is 500 volunteers. Flyers and social media posts will be
distributed by each city within SJC to aid in recruitment efforts. Volunteers will have the option to
sign up online or via phone. This information was presented by members of the SJC CoC on
November 16, 2021 at the SJC Board of Supervisors meeting.
Lodi Information
The City of Lodi 2022 PIT Count will take place on January 26, 2022 from 7am to 1 pm. Gravity
Church has agreed to be our central command center where volunteers will begin their day
before the majority go out to begin the count in the known encampments within the Lodi
community. Each volunteer group will have a leader and be comprised of 5 or 6 volunteers
whom will be tasked with gathering data via a survey geared towards individuals currently
unsheltered.

FISCAL IMPACT: There is no fiscal impact to the City General Fund. However, it is
important that the City participate in the PIT Count as it can impact
eligibility for applying and/or receiving of grant resources.

Every two years, during the last week of January, communities across the oountry conduct comprehensive counts of the local
homeless populations in order to rneasurethe prevalence of homelessness in each local Continuum of Care.
The 20'19 San Joaquin County PoinI-n-Tune Count was a community -wide effort conducted on January 29, 2019. Data was
collected on 2,629 sheltered and unsheltered individuaIsIhrough surveys, observations, and information reported in the
