HomeMy WebLinkAboutAgenda Report - March 7, 2001 E-07AGENDA TITLE: Adopt a Resolution Authorizing the City Manager to Execute a Professional Engineering Services Agreement with Nolte Associates, Inc.; and Appropriate Funds for the Westside Drainage Study ($36,600) MEETING DATE: March 7, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to execute a professional engineering services agreement with Nolte Associates, Inc., and appropriate funds for the Westside Drainage Study. BACKGROUND INFORMATION: The City Council recently approved the Westside Master Plan. Development proposals have been received for the Vintners Square Commercial Project. Storm drainage facilities to serve this project do not exist and it is recommended that design criteria be established to guide the implementation of storm drainage facilities serving this project and the entire Westside planning area. The Westside Drainage Study will evaluate the approximately 350 acres bounded by the Woodbridge Irrigation District on the north, Lower Sacramento Road on the east, the City General Plan boundary on the west, and Kettleman Lane on the south. The study will analyze soil characteristics, precipitation, land use, storm water runoff, development staging and construction costs for the purpose of guiding the implementation of new drainage facilities concurrent with the demands presented by new development. Results of the study will facilitate for City staff and the development community, the determination of the extent of storm drainage improvements needed to serve the demand of new developments. A collaborative effort with Parks and Recreation will be required to establish the final design of the combined open space and storm drainage facilities. To assure that the fair share costs for these new facilities can be assigned to new development, it is important to establish the design criteria, preliminary design of the facilities, and the estimated construction costs at the earliest stages of development. Facility cost data may indicate that supplemental impact mitigation fees are needed to implement the Westside Drainage Facilities. The cost of professional services for the Lodi Westside Drainage Study is $36,600. Using staff resources to compile base maps has realized a cost saving of $1,000 on this study. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize the City Manager to execute a Professional Services Agreement with Nolte Associates, Inc., for the Lodi Westside Drainage Study; and BE IT FURTHER RESOLVED, that funds be appropriated from the Impact Mitigation Fees Storm Drainage in the amount of $36,600.00 for the cost of professional services for the Lodi Westside Drainage Study.
