Replacement

RECOMMENDED ACTION: Accept improvements under contract for Well 6R Granular Activated
Carbon Replacement.
BACKGROUND INFORMATION: Granular activated carbon (GAC) is utilized at certain well sites to
adsorb 1,2,3,-trichloropropane (1,2,3 -TCP) and
dibromochloropropane (DBCP) and other contaminants in the
drinking water in order to maintain levels within State and Federal limits. Over time, the carbon loses its
adsorptive capacity and must be replaced.
The contract was awarded to Calgon Carbon Corporation, of Moon Township, Pennsylvania, in the
amount of $83,461.00, and a Notice to Proceed was issued on October 12, 2021.
This project consisted of removing the spent granular activated carbon (GAC) from Well Site 6R and
inspecting the vessels. After minor repairs were made, the contractor furnished and installed domestic
virgin GAC into the vessels.
The contract has been completed in substantial conformance with the specifications approved by City
Council prior to the contract completion date. The final contract amount was $93,011.00 which included
one change order for vessels repairs recommended by an APQ 510 certified inspector. As repairs inside
the vessels are unforeseen with varying costs, they were excluded in the original contract. Change Order
1 ($9,550.00) added days and money to the contract to provide the recommended repairs.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: This project had minimal influence on the annual operation and maintenance
costs for Well 6R, and assured compliance with all state and federal drinking
water standards. This project did not impact the General Fund.
FUNDING AVAILABLE: This project was funded by the Water Capital Fund (56199000.77020).
