HomeMy WebLinkAboutAgenda Report - January 5, 2022 C-04AGENDA ITEM C-w4 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Accept Improvements Under Contract for Old City Hall Tower Demolition Project MEETING DATE: January 5, 2022 PREPARED BY: Public Works Director RECOMMENDED ACTION: Accept improvements under contract for Old City Hall Tower Demolition Project. BACKGROUND INFORMATION: The project is located at the former City Hall site at 114 North Main Street. The existing tower was constructed as an add-on structure to the old fire house which was part of the original City Hall building. The tower was a 2 -story wood structure located on top of a 2 -story un -reinforced concrete structure. The building has been unoccupied for many years. In December of 2020, staff noticed that the wood tower had shifted from the foundation and was leaning toward the alley north of Elm Street, between Main Street and Stockton Street. Staff immediately closed off the area and engaged Siegfried Engineering, Inc., to perform a structural analysis. The analysis determined the wood structure was unsafe and should be demolish as soon as possible to minimize risk of collapse and causing more damage to the remaining building and surrounding area. This project included removing the wood portion of the structure (3rd and 4th stories) and installing a temporary roof to protect the remaining concrete structure below. The contract was awarded to Diede Construction, Inc., of Woodbridge, in the amount of $49,630.00 in August of 2021. The contract has been completed in substantial conformance with the plans and specifications approved by City Council on June 6, 2021. The final contract amount is $57,629.63. This was due to a change order ($7,999.63) to install water proofing material to seal the exposed brick wall after the wood tower was demolished. The original contract completion date was November 8, 2021 and the actual contract completion date was November 9, 2021. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to inform vendors and subcontractors that the project is complete and to initiate the 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: The demolition of the unsafe structure will eliminate further damage to the remaining building and avoid potential hazardous conditions to the surrounding area. This project does impact the General Fund.
