HomeMy WebLinkAboutAgenda Report - March 7, 2001 E-05CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt a Resolution Awarding the Contract for Armory Park Field Lighting, 333 North Washington Street, and Softball Complex Field Lighting, 401 North Stockton Street, to Bockmon & Woody Electric Company, Inc., ($113,020); and Appropriate Funds for the Project MEETING DATE: March 7, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution waiving a minor bid irregularity and awarding the contract for the above project to Bockmon & Woody Electric Company, Inc., of Stockton, in the amount of $113,019.97; and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: In March of last year, the City Council approved a Public Benefits Program grant to fund a portion of the City of Lodi Phase 1 Energy Efficiency Improvement Project. This Phase 1 effort consisted of lighting improvements at various parks and athletic fields. The project noted above is an effort to further reduce energy, operations, and maintenance costs. The project scope will include the installation of new electrical panel boxes, new underground conduit and conductor, trenching, backfill and compaction, trench paving, and other work as outlined in the plans and specifications. Once completed, the improvements will allow staff ease of lighting operation for these fields while actually reducing the costs associated with energy and maintenance. In addition, this project has afforded the City of Lodi Electric Utility Department an opportune time to replace aging transformers, conduit, and other related materials at these sites. Plans and specifications for this project were approved on August 2, 2000. Subsequent to checking all bids for irregularities, the lowest responsible bidder is Bockmon & Woody Electric Company, Inc. Their bid was submitted with a total bid price of $113,019.97. The lowest monetary bidder, as determined subsequent to checking all bids for irregularities, is MarTech Electric. MarTech submitted a total bid of $105,000.00. However, this bid contained numerous mathematical errors and a significant unit price error on bid item 18 that reduced the total corrected bid price to $76,952.60. Due to the circumstances noted above, MarTech submitted a written request to withdraw their bid. The bid submitted by MarTech is over $44,459 (36.6%) lower than the engineer's estimate, and $36,067.37 (31.9%) lower than the second lowest bidder. Therefore, staff concurs that Mar-rech's request to withdraw the bid is appropriate, since the project could not be completed for the corrected bid price of $76,952.60. APPROVED: H. STOCKTON STREET, AND FURTHER APPROPRIATING FUNDS FOR THIS PROJECT ----------------------------------------------------------------------- WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on February 7, 2001, at 11:00 a.m. for the contract for Armory Park Field Lighting, 333 N. Washington Street, and Softball Complex Field Lighting, 401 N. Stockton Street, described in the specifications approved by the City Council on August 2, 2000; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Location Bid Engineer's Estimate $121,412.00 MarTech Electric Lodi $76,952.60" Bockmon & Woody, Inc. Upon this discovery, they have requested to withdraw their bid. The City of Lodi has allowed the withdrawal of the MarTech Electric bid pursuant to Contracts Code §§5103 & 5101(a). WHEREAS, the City Manager recommends award of the bid for the contract for Armory Park Field Lighting, 333 N. Washington Street, and Softball Complex Field Lighting, 401 N. Stockton Street, to the low bidder, Bockman & Woody Electric Company, Inc., of Stockton, California. NOW, THEREFORE, BE IT RESOLVED, by the Lodi City Council that the award of the contract for Armory Park Field Lighting, 333 N. Washington Street, and Softball Complex Field Lighting, 401 N.
