Amending Lodi Municipal Code Title 17 — Development
Code, Article 3 "Site Planning and General Development Standards", Chapter 17.34 "Signs", by
adding section 17.34.070.G "Freeway Oriented Electronic Billboard" to allow and regulate
freeway -oriented electronic message signs and amend Article 7 — Definitions — Chapter 17.78
— "Definitions", Section 17.78.020 "Definitions of specialized terms and phrases" by adding
"Freeway Oriented Electronic Billboard".
BACKGROUND INFORMATION:
The Lodi Zoning Code, which includes regulations for Signs, currently imposes strict
limits on electronic message signs. Generally speaking, the City's current regulations
allow only small electronic components on an otherwise static sign.
Large electronic signs are becoming more common in cities throughout California, in
part due to changes in technology that have made the signs less "glaring" and more
readable. These signs are commonly used by automobile dealers, who typically utilize
freeway visibility to advertise to potential buyers.
The City has been approached by a Lodi automobile dealer with a request to construct
a freestanding electronic sign that would be intended to be viewed from the freeway.
The current sign regulations in the Zoning Code do not allow such a sign, so staff
created a proposed amendment to sign regulations to allow this new sign type.
The proposed regulations prepared by staff would allow up to two (2) freeway oriented
signs, and would require that 1) the design of the signs be reviewed by the Site Plan
and Architectural Review Committee and 2) that the developer of the sign enter into a

Development Agreement with the City specifying details of the sign's design and
operation.
