Adams, Chief of Police RECOMMENDED ACTION: That the City Council approve the purchase of 22 portable tire deflation devices using existing State Vehicle Theft Funding. BACKGROUND INFORMATION: It is well recognized throughout the law enforcement community that portable tire deflation devices can be invaluable in ending vehicle pursuits, thereby reducing the risk of injury and death to the public and involved officers, and increasing the likelihood of apprehending serious offenders. The Lodi Police Department has been equipped with two early model "spike strips" for a number of years, but their usefulness has been limited because of the difficulty in predicting a pursuit's path in an urban area, reducing the chances that one of the two strips could be deployed in the right location. The early model strips also exposed the officer to substantial risk, due to the need to deploy them just prior to the arrival of the suspect vehicle. The new generation of these devices have a number of advantages. They have a remote-controlled "pop-up" mechanism which allows for safe deployment, well in advance of the suspect vehicle. The remote feature allows the officer to activate the unit from a place of safety, and then retract the spikes before they are run over by pursuing units. Placing one unit in each car would insure that any unit in position to intercept would have the capability to disable the suspect vehicle. FUNDING: The money for this project will be coming from the State Vehicle Theft Fund. This fund is intended to assist with the prevention and interdiction of auto theft, including the apprehension of suspects. Vehicle pursuits frequently involve stolen vehicles, and the purchase of tire deflation devices would be of direct assistance in the suppression of such crimes.
