BACKGROUND INFORMATION: In 1998, the Central City Revitalization Improvement Project installed brick pavers on School Street from Lodi Avenue to Locust Street. The pavers were installed in the street and in the middle of the sidewalk (with concrete bands on both sides). Over time, the pavers sink, and/or in many places, the adjacent concrete or tree roots lift the pavers. The uneven pavers at these locations create potential tripping hazards all along the corridor, exposing the City to potential liability. The project was awarded to Earth Shelter Developers, of Lodi, in the amount of $117,898. The contract has been completed in substantial conformance with the specifications approved by City Council. There was one change order in the amount of $7,538 to add an additional repair area to the scope of work requested by staff. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: By performing periodic paver maintenance, the City reduces its exposure to trip and fall related claims.
