RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for Fire Station 3 and Fire Station 4 Security Gates and
Generator Project and adopt resolution authorizing City Manager to
award Contract to lowest responsive bidder, in an amount not to exceed $240,000 and execute change
orders in an amount not to exceed $15,000.
BACKGROUND INFORMATION: This project provides Fire Station 3 located at 2141 South Ham
Lane and Fire Station 4 located at 180 North Lower Sacramento
Road with an automated vehicular gate to provide site security to
meet today's standards; and replaces a driveway and a 46 -year old generator at Fire Station 3.
The new vehicular gates at Fire Station 3 and Fire Station 4, will be accompanied by the installation of
approximately 90 feet of eight -foot high wrought iron fencing with pickets at the top will replicate the
security fence design recently constructed at the Municipal Service Center. This fence design is
aesthetically pleasing and proven to be secure and functional. Additional improvements at Fire Station 3
include replacement of a 1,227 square foot concrete driveway, and installation of a new pedestrian gate
and accessible ramp to access public sidewalk.
Fire stations are essential facilities that rely on standby generators to maintain operations during
electrical outages. This project includes the installation of a new 100KW generator for Fire Station 3 to
replace the current, undersized generator which was installed in 1975. The existing generator has
become unreliable and difficult to maintain due to scarcity of parts. On February 19, 2003, the City
Council approved Olympian (supplied by Caterpillar) as the standard for standby electric generator
equipment in the City. The specifications reflect that Council action.
The plans and specifications are on file in the Public Works Department. The planned bid opening date
is January 5, 2022. The construction project estimate is $230,000.
Staff recommends approving plans and specifications and authorize advertisement for bids for Fire
Station 3 and Fire Station 4 Security Gates and Generator Project and adopt resolution authorizing City
Manager to award Contract to lowest responsive bidder, in an amount not to exceed $240,000 and
execute change orders in an amount not to exceed $15,000.

FISCAL IMPACT: The new gates will provide security and reduce the likelihood of equipment
being stolen. Replacing the 46 -year-old generator will reduce maintenance
and repair costs and improve reliability. This project will impact the General
Fund.
FUNDING AVAILABLE: GFCP-22002. Contracts: $75,000
GFCP-21005. Contracts: $180,000

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO AWARD A CONTRACT TO THE
LOWEST RESPONSIVE BIDDER AND EXECUTE CHANGE
ORDERS FOR THE FIRE STATION 3 AND FIRE STATION 4
SECURITY GATES AND GENERATOR PROJECT

WHEREAS, this project provides Fire Station 3, located at 2141 South Ham Lane, and
Fire Station 4, located at 180 North Lower Sacramento Road, with automated vehicular gates to
provide site security and replaces a driveway and a 46 -year old generator at Fire Station 3; and
WHEREAS, staff recommends authorizing the City Manager to award a contract to the
lowest responsive bidder, in an amount not to exceed $240,000; and
WHEREAS, staff also recommends authorizing the City Manager to execute change
orders in an amount not to exceed $15,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award a contract to the lowest responsive bidder for the Fire
Station 3 and Fire Station 4 Security Gates and Generator Project, in an amount not to exceed
$240,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute change orders in an amount not to exceed $15,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
