AGENDA TITLE: Accept Improvements Under Contract for 2020 GrapeLine Bus Stop Accessibility and
Shelter Improvements Project

RECOMMENDED ACTION: Accept improvements under contract for 2020 GrapeLine Bus Stop
Accessibility and Shelter Improvements Project.
BACKGROUND INFORMATION: This project was awarded to A. M. Stephens Construction Co., Inc., of
Lodi, on November 18, 2020, in the amount of $467,578. The contract
has been completed in substantial conformance with the plans and
specifications.
This project consisted of removing accessibility barriers near seven GrapeLine bus stops, installing 27 curb
ramps, and associated Americans with Disabilities Act (ADA) compliant paths of travel to the bus stop
locations that lack accessibility. The project also installed an advertisement compatible shelter, including
lighting, a bench, and a trash can. The locations of the completed improvements are shown on Exhibit A.
The original contract completion date was April 23, 2021 and the actual contract completion date was July
1, 2021. The delay was needed to determine if project funding could support additional (spare) bus shelter
parts. The final cost of the project was $508,915. The difference between the original contract amount and
the final contract amount was due to two change orders.
Change Order 1 ($18,878.50) was to perform additional storm drainage piping to accommodate an unknown
line conflict and to repair landscape and irrigation due to a change in sidewalk grade.
Change Order 2 ($22,458.80) was to reconcile changes in unit bid items actually installed.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that
the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: There will be a slight increase in the long-term maintenance costs associated
with the new shelter, which will be absorbed in the Transit Operations budget.
FUNDING AVAILABLE: This project was funded by Transit Capital (60199000.77020).
