RECOMMENDED ACTION: Accept improvements under contract for Well 7 Electrical
Improvements.
BACKGROUND INFORMATION: On October 7, 2020, Council awarded the contract for the Well 7
Electrical Improvement Project to Yupana Inc., of Concord, in the
amount of $89,795; and authorized the City Manager to execute
change orders in an amount not to exceed $10,000.
The project consisted of on-site electrical upgrades by adding a new motor control panel, replacing wire
feeds to the pump, site lighting and site equipment/electrical controls, and other related work. The new
pump motor control panel regulates voltage, provides better pump efficiency, and complies with current
electrical standards. The well site location is shown on attached Exhibit A.
All work was completed in substantial conformance with the plans and specifications approved by City
Council and prior to the adjusted contract completion date. The project was delayed due to the long
delivery times associated with various project components. The final contract amount was $96,780.88.
The difference between the contract amount and the final amount was due to three change orders.
Change Order 1 ($5,332.90) provided an additional City requested electrical panel to accommodate
additional sub -surface wiring required for the electrical upgrade.
Change Order 2 ($3,050.00) included installation of additional electrical components to accommodate a
standby generator connection ($13,300.00) along with a credit for well site asphalt repair (-$10,250.00).
Change Order 3 included a deduction in the amount of $1,397.03 to cover the cost of a City supplied
Ethernet radio and added 153 days to the contract to account for project delays caused by delivery times
for electrical components.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: The project had a minimal impact on total maintenance costs but enhanced
the safety and reliability of the pumps served by the upgraded electrical
system. This project did not impact the General Fund.
