AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive Bid Process and Purchase
Water Meter Encode Receiver Transmitters from Meter, Valve & Control, Inc., of
Alamo ($55,435), and Appropriating Funds ($55,435)

RECOMMENDED ACTION: Adopt resolution authorizing City Manager to waive bid process
and purchase water meter encode receiver transmitters from
Meter, Valve & Control, Inc., of Alamo, in the amount of $55,435
and appropriating funds in the amount of $55,435.
BACKGROUND INFORMATION: The final phase (Phase 8) of the City's residential water meter
program is complete. Considering water meter installations prior to
2011, a total of approximately 17,000 meters have been installed,
some of which are over 10 years old. All new water meters are equipped with a standardized Itron
encoder receiver transmitter (ERT) allowing two-way meter data collection designed specifically for Itron
collection systems utilizing the City's current fixed network. The ERT's must be purchased separately
from the water meters, requiring a separate Council action.
As new construction continues, staff estimates 600 new homes will require a new water meter and ERT
through FY 2022-23. These developments include portions of Vineyard Terrace, Gateway North,
Gateway South and Rose Gate 2 subdivisions.
Meter, Valve & Control is a sole -source vendor for Itron ERT modules. Per Lodi Municipal Code,
Section 3.20.070, Bidding, the bidding process may be dispensed when the commodity can be obtained
from only one vendor, due to the need for branded replacement parts or supplies for equipment of like
brand.
Staff recommends authorizing City Manager to waive bid process and purchase water meter encode
receiver transmitters from Meter, Valve & Control, Inc., of Alamo, in the amount of $55,435, and
appropriating funds in the amount of $55,435.
FISCAL IMPACT: Accurate water meter reads are critical to accurate customer billing and .
maintaining utility revenues. The cost of new water meter and ERT is paid
by the developer when new service is started. This purchase does not
impact the General Fund.

RESOLUTION NO. 2021-301
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BID PROCESS AND PURCHASE WATER
METER ENCODE RECEIVER TRANSMITTERS FROM METER, VALVE &
CONTROL, INC., OF ALAMO; AND FURTHER APPROPRIATING FUNDS
WHEREAS, encoder receiver transmitters modules offer advanced two-way meter data
assembly designed to communicate with the City's fixed network usage collection system; and
WHEREAS, per Lodi Municipal Code §3.20.070, the bidding process may be dispensed
when the commodity can be obtained from only one vendor, due to need for branded
replacement parts or supplies for equipment of like brand; and
WHEREAS, in order to maintain an adequate inventory and fill existing service order
requests, staff recommends authorizing the purchase of encode receiver transmitters from
Meter, Valve & Control, Inc., of Alamo, in the amount of $55,435.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive
the bidding process per Lodi Municipal Code Section 3.20.070; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to purchase encode receiver transmitters from Meter, Valve & Control, Inc., of
Alamo, California, in the amount of $55,435; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby appropriate funds
in the amount of $55,435 from the Water Capital Account (56199000.77030); and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
